City of Indianapolis & Marion County is Hiring an Information Technology Attorney Near City County Building, IN
Position is responsible for performing a variety of complex legal services and managing the procurement process for enterprise information technology contracts from inception through termination for the Information Services Agency (ISA). Position provides attention to issues of IT security, compliance and service level agreements. Position duties are critical to the mission of the agency. Monitor and audits information technology contracts to ensure compliance with local ordinances, state and federal laws as well as City/County procurement policies. Meets on a regular basis with the Office of Corporation Counsel (OCC) regarding contract procedures, and issues as well as best practices. Audits contracts periodically to ensure vendors are complying with contractual requirements. Manages enterprise software and hardware maintenance and support agreements, working with management to analyze and determine the need for new agreements or extending current agreements as well as the level of maintenance and support needed. Works with ISA management to determine if contracts should be renewed, bid or negotiated. Handles complex research assignments on a variety of information technology best practice methodologies for contracts and agreements. Facilitates knowledge transfer within ISA and works with the OCC on information technology best practice methodologies and language for all city/county contracts and agreements. Advises other agencies within the enterprise on information technology legal issues and contracts and when the approvals of the ISA Director or the Information Technology Board are required, Performs related duties of an attorney as requested by the ISA Director consistent with and under the supervision of the OCC. With oversight of ISA Director, develops mutual agreements and memoranda of agreement with local, regional and/or federal agencies that are mutually beneficial to both parties. Coordinates the contract process for the agency among ISA, OCC, Office of Finance and Management and the Information Technology Board. Reports to ISA Management about contract costs, schedules, and renewal status. Manages and facilitates contract approval process; ensures appropriate contract documents are obtained; acts as key contact person for ISA contracts and for vendors. Works with ISA Management and OCC to resolve contract disputes. Analyzes software licensing and support contract language and software licensing methodologies. Analyzes Enterprise License Agreement (ELA) contract terms and conditions to identify specific terms that affect software deployment. This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time.Doctor of Jurisprudence (JD) from accredited college or university and valid license to practice law in the State of Indiana is required. Minimum two (2) years of experience in the legal field required. Knowledge and experience in the following fields is preferred: information technology, procurement, contract management and negotiation. Public sector/government experience is encouraged. Knowledge of legislative process, municipal code and experience in administrative law is helpful. Knowledge of public procurement laws, ordinances, polices and other requirements governing public purchasing is encouraged. The ability to handle multiple projects, exercise professional judgment in making decisions, take initiative and meet deadlines is required. Candidate should possess a high level of interpersonal, problem solving and analytical skills.Independent judgment is regularly utilized when there are no available policies and procedures. Independent judgment is exercised in researching and offering legal opinions for enterprise and agency/department specific information technology contracts and in interpreting policy and making decisions. Independent judgment is used in providing guidance to staff on policies, procedures and guidelines. Independent judgment is utilized when mediating and negotiation with vendors over contract disputes. Actions are subject to review on a continuing spot check basis by Corporation Counsel and Deputy Corporation Counsel. Must also work closely with agency staff to assure timely preparation of legal documents.
