This position will work in the Stormwater Development Review group of Public Works. The primary purpose of this position is to ensure compliance with stormwater regulations through the review of development plans. It requires a sound knowledge of hydrology, hydraulics, and stormwater control measures (SCMs) obtained through education and/or experience. Knowledge of stormwater regulatory requirements will be needed in fulfillment of responsibilities. Good customer service skills as well as strong verbal and written communication skills are needed for routine communication with the development community to assist them in complying with applicable stormwater requirements. Field inspections of SCMs are conducted for construction and as-built drawing/certification acceptance. Solid organization and administrative skills are required to track multiple projects and document project status. Working knowledge of databases (Excel/Access) and ArcGIS is needed in the fulfillment of job duties. Other duties include providing administrative support, technical support, contractual support, attending meetings, and other duties as assigned.

  • Performs project management duties to include scope development, preparing and administering contracts, and developing and managing project schedules and budgets; develops City Council agenda items; obtains permits; reviews and approves invoices and other documentation; facilitates project meetings; participates and recommends hiring of contractors; conducts site visits; monitors contractor, consultant, and other project work; applies for and administers grants; and prepares and distributes project updates.
  • Prepares and/or reviews technical presentations, reports, land development applications, plats, agreements, engineering and construction drawings, contracts, plans (including development, zoning, and traffic and signal plans), and correspondence; drafts ordinances and resolutions; maintains records, logs, and databases; reviews and analyzes information; researches trends; makes recommendations; and ensures compliance with City requirements, and applicable regulations, policies, and procedures.
  • Performs engineering design work, or provides technical engineering support for the planning, design, operation, and construction of transportation facilities, projects, and systems; designs or reviews plans; conducts studies including collecting and analyzing data; performs engineering and complex fee calculations; and manages programming of technical systems and databases.
  • Coordinates with internal and external stakeholders, including regulatory agencies and the public, and attends meetings, to provide professional-level technical expertise; responds to and investigates questions, concerns, and requests; performs outreach activities; trains staff, ensuring compliance with applicable regulations, policies, and procedures.
  • Manages special projects when assigned, including providing guidance to staff and other managers, coordinating program and project operations, and researching and designing solutions. May lead or supervise operations of support/paraprofessional staff; coordinates operations related to application processing, billing, and infrastructure acceptance; develops operational policies and procedures; establishes work unit goals, as assigned; and ensures that all operations comply with applicable policies and procedures.
  • As assigned, may serve as a lead worker, assigning work and monitoring work completion, or supervise paraprofessional and support staff, to include conducting performance evaluations; coordinating training; and implementing hiring, discipline, and termination procedures.
  • Responsible for the preparation of professional civil engineering work performed in the planning, surveying, design, review, contracting, inspection, field supervision, and maintenance of multiple types of municipal engineering projects and systems. Develops entry level management skill sets.
  • Provides technical and administrative support to supervising professional engineer; responding to and investigating questions or concerns; and typing and sending technical correspondence.
  • Completes special projects by preparing presentations; participating in seminars; and updating standards & procedures.
  • Bachelor’s degree in Civil Engineering, Construction Project Management Environmental Engineering, Biological Engineering, or a directly related field.
  • Five years of related engineering and/or project management experience.
  • Valid North Carolina Class C Driver’s License with a satisfactory driving record acquired within a time frame established by the City.
  • Work requires functioning independently or acting as a lead worker of the work group. Work performing essentially the same work as those directed, and includes overseeing work quality, training, instructing, and scheduling work.
  • Knowledge or experience with stormwater control measures or BMPs.
  • Requires a thorough knowledge of hydrology, hydraulics, stormwater management systems, and regulatory requirements.
  • Working knowledge of Access databases, ArcGIS, Excel spreadsheets, project management software and routine accounting practices is needed in the fulfillment of job duties.
  • Experience with MS Word, Outlook, and PowerPoint.
  • For positions assigned to stormwater development review, a minimum of six months of experience in areas related to the design, construction, maintenance, and/or regulation of stormwater control measures is preferred.
  • Six months or more in the design, review, construction, maintenance, and/or regulation of stormwater control measures is preferred.
  • Experience in or with stormwater maintenance/regulations in municipalities.
  • Knowledge of stormwater software such as watershed hydrology modeling, pond routing programs, storm sewer modeling, etc.
  • Stormwater BMP Inspections and Maintenance Certification and/or Stormwater BMP Reviewer Certification through NC State University - Department of Biological and Agricultural Engineering or other equivalent certification(s) from a like entity.
