Hiring salary is dependent upon experience.

The hiring range for this position is $36.4068 - $49.1491/hour ($75,726 - $102,230/annual). 



The Transportation Engineer/Planner is responsible to plan, develop, administer, evaluate, and monitor transportation plans, programs, and projects; plan and organize traffic engineering and transportation planning operations including but not limited to; development review, planning and construction.  

  • Performs and provides professional level planning and project work administering and overseeing the City's transportation planning program, which includes Complete Streets, Traffic Calming initiatives, bicycle/pedestrian system planning/projects and update of City Transportation Plan.  
  • Manages and supports a variety of multimodal and active transportation programs and projects; interprets planning and design guidelines as they affect bicycling/pedestrian issues; evaluates and makes recommendations on technical aspects of transportation planning. 
  • Performs professional level technical work involving short and long-range transportation planning in an engineering environment. 
  • Reviews anticipated transportation impacts from private development proposals; forecasting and programming transportation facility needs by analyzing land use and transportation trends
  • Reviews and evaluates traffic reports construction plans, and access plans for compliance with City standards. Attends public meetings including City Council and Planning Commission for engineering-related traffic issues
  • Develops plans and priorities for transportation planning, development review, traffic engineering standards, and specifications
  • Manages the collection and analysis of traffic data related to traffic hazards, accidents, volume, flow, speed, direction, circulation, and road capacity
  • Communicates and shares information with engineering professionals and planners and subordinates (if any); is able to explain the reasoning behind various standards and specifications
  • Responds and replies to transportation engineering and planning inquiries from the general public, elected officials, and outside professionals; coordinates with other city departments for transportation related projects and plans; participates in a variety of meetings and public hearings

Performs other duties as assigned

Bachelor's degree in civil engineering, urban planning or related field and four (4) years of work experience involving local agency transportation systems; OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities necessary to perform the work. Must possess and maintain a valid driver’s license. Certification as a PE, PTOE, AICP, and/or PTP is preferred.

Knowledge, Skills, and Abilities

  • Knowledge of traffic analysis, origin/destination studies, traffic signal warrants, designs, intersection analysis, and level of service calculations
  • Knowledge of MUTCD, HCM, ITE Trip Generation, AASHTO codes, CDOT standards, and City standards, and specifications
  • Knowledge of principles, practices, and theory of traffic planning and engineering, including traffic calming and traffic safety
  • Knowledge of roadway and bridge construction specifications, standards and practices
  • Knowledge of standards and regulations governing Public Works projects and project safety
  • Knowledge of construction and engineering terminology
  • Knowledge of land development processes, procedures, terminology, and tasks
  • Knowledge of overseeing the City’s pavement marking program by developing striping plans and providing oversight of the contractor installing the markings.
  • Knowledge to review ROW permits, traffic control plans, and special event permits.
  • Ability to manage and provide engineering and planning support for traffic signal system; traffic performance monitoring and improvement system; video traffic monitoring; communication systems; and signal timing plans.
  • Ability to review and approve traffic control plans, development plans, and traffic impact studies.   Monitor and inspect roadway construction at various sites in the City.  Coordinate construction activities and provide status updates.

  • Ability to research and analyze technical and policy issues on pedestrian, bicycle, transit and roadway transportation needs; 
  • Ability to lead, participate and present at public involvement sessions for transportation projects and programs
  • Conducts research and analysis and prepares reports on complex planning issues; documents and tracks transportation programs and projects for internal and external reporting
  • Driving: Drives a city or personal vehicle in the normal course of business
  • Office Equipment: Daily use of computer, keyboard, copier, scanner, printer, calculator, phone (desk & cell), camera, and electronic diagnostic equipment. Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel 
  • Other Equipment: Occasional use of ladders.  
  • Physical Activities: Moderate physical activity that may include walking, sitting, standing, stooping, bending, reaching, lifting & carrying 
  • Lifting: Frequently lifts, carries, and exerts up to 40 pounds
  • Vision and Hearing: Must have visual acuity to see and read paper and electronic documents. Must be able to answer telephones, communicate conversation and respond to verbal inquires. Must be able to recognize sound on construction sites that indicate nearby equipment and/or safety hazards
  • Exposure to Environmental Conditions: Will be exposed to extreme heat, cold, dry, wet, odors, smoke, loud noises, vibrations, dust or intense light and hazards normally associated with construction sites. May be exposed to chemicals including cleaners, solvents, paints and other potentially toxic agents. Work may be performed in precarious or tight spaces.
  • Schedule: Position generally scheduled Monday - Friday; occasionally evening and weekend work. May require attendance at off-site meetings. Working remotely may be considered.
  • Additional Working Conditions: May be exposed to work settings that vary in convenience and comfort. May be required to visit external, non-city work sites with the City having limited control over the work environment.
