CITY OF BOISE is Hiring a Financial Analyst Near Boise, ID

The Department of Finance and Administration (DFA) oversees the City of Boise’s budget, administrative services, licensing, parking services, and more. The department plays a key role in every financial transaction, from buying and selling investments to external financial reporting to the community. If you are an experienced and skilled financial analyst looking for an opportunity to establish a meaningful career with long-term benefits, we want to hear from you. Duties include:
  • Performs financial analysis to support budget development, budget management, and the overall fiscal health of assigned departments. 
  • Monitors ongoing financial health and empowers managers with the financial information they need to make informed business decisions. 
  • Develops and contributes to user-friendly financial forecasts and reports.
  • Work requires initiative and independent judgment, and is performed under general supervision.
Monitors the ongoing financial health of assigned departments, keeps Management and Directors informed through periodic financial reports. Highlights abnormalities and inconsistencies in financial data. Contributes to recommendations and conclusions based on the data. Advises the Finance Manager and works with respective partners to accomplish corrections when analysis reveals posting issues from expenses, journal entries, revenues, and or personnel postings. (30%)
Compiles, analyzes and interprets financial data to help inform strategic planning and ongoing business decisions. Develops and maintains forecast models, scenario models and other financials tools, as needed. Generates regular forecasts, at least quarterly, and contributes to quarterly financial reports. (30%)
Assists departments with budget development, preparation, analysis, and composition. Conducts detailed financial analysis of budgeted and actual departmental costs and revenues on behalf of departments and/or other budget staff. Advises management in resolving problems, budget errors, budget approvals, and general financial assistance and monitoring. Supports user and operational needs and business requirements to develop or modify automated budget and finance systems. (20%)
Serves as liaison with various city departments to improve functionality of data, to serve on project teams and to provide input on development of reports and databases. Designs, develops, and maintains a variety of queries, pivot tables, graphs, macros, vba coding etc., and advanced spreadsheets to meet user and finance staff needs. Develops and revises methods and procedures to reinforce data integrity and internal controls. (20%)

Must have Bachelor’s degree in finance, economics or closely related field and three years' experience in a financial field with an emphasis on financial analysis, budgeting, and spreadsheet development.
Knowledge of governmental budgeting principles, practices, procedures and theory. Techniques and methods used in financial analysis and sound business practices. General accounting principles. Business software to create and maintain various financial programs.
Ability to research, analyze and interpret financial data, draw sound conclusions, recommend solutions and correct problems. Interpret and apply relevant policies, ordinances and regulations. Prepare clear, concise financial and fiscal reports. Accurately perform complex mathematical calculations. Apply accounting principles in resolving problems. Knowledge and operational use of computer software. Display an attitude of cooperation and work harmoniously and proactively with all levels of City employees, the general public and other organizations. Communicate effectively in the English language at a level necessary for efficient job performance. Complete assignments in a timely fashion and work effectively under time constraints. Understand and comply with all rules, policies and regulations. Maintain prompt and regular attendance. Perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.
Preferred Knowledge, Experience, And Training
Five years’ experience working in a governmental finance setting and performing independent financial analysis.
Licensing And Other Requirements

Valid drivers license.
