Cipe is Hiring a Security Director Near Washington, DC

The Center for International Private Enterprise (CIPE) strengthens democracy around the world through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy and is an affiliate of the U.S. Chamber of Commerce. Since 1983, CIPE has worked with business leaders, policymakers, and civil society to build the institutions vital to a democratic society. CIPE’s key program areas include Enterprise Ecosystems, Democratic Governance, Business Advocacy, Women’s Economic Empowerment, Anti-Corruption & Ethics, and Trade.

Position: Security Director

Reports to: Managing Director, Operations

Scope: CIPE is seeking a full-time, Exempt position based in Washington, D.C. for a Security Director. This position will serve as the subject matter expert on security risk identification and analysis; security operations; and emergency and crisis response. The incumbent will work across the organization to build a culture of general safety and security awareness to be reflected in the workplace, the project activities, and the partnerships CIPE engages in. Working in consultation with the Operations, Programs and Human Resources departments, this role will ensure that CIPE staff have safety and security-related resources, benefits, services, and support as needed in accordance with duty of care1 best practices.

Responsibilities:

Security Strategy & Risk Management: 

  1. Develop systems and protocols to address CIPE’s unique security challenges
  2. Oversee CIPE’s duty of care portfolio and maintain a centralized security structure (including polices, protocols, training, and resources) throughout the global organization
  1. Consult with senior leadership in various functional units for integration of safety and security goals and strategies. Assist in creating tools to assess risk, threats and context with staff and recommend actions to mitigate risks 
  1. Participate in proposal development and project startup ensuring appropriate integration of security planning and budgeting. Consult with regional leadership and program staff to encourage, discuss, and support safety and security strategies, as well as identify and address gap areas 
  1. Liaise with NGO/INGOs and other relevant partners on matters of safety and security and always remain informed of global safety/security events and trends
  1. Assist in risk prevention and manage corporate insurance policies relating to the safety and security of CIPE’s personnel and property 

Field Office Safety & Security:

  1. Support CIPE’s field offices to strengthen and operationalize office safety and security plans and protocols. Partner with Country Directors and Regional Directors to ensure implementation across all CIPE’s offices
  1. Identify and work with security focal points in the field offices to monitor and update staff on the local security situations, particularly in regions where there is a high level of safety risk 
  1. Regularly assess and revise current security plans, procedures, and training. Coordinate physical security assessments on field offices (based on prioritization) and make recommendations based on findings
  1. Assist in budgeting CIPE security related expenses. Work with regional offices on the procurement and maintenance of safety and security related supplies such as shelter in place supplies at office and residence, smoke detectors and fire extinguishers, first aid kits, etc.

Emergency Response & Crisis Management:

  1. Serve as one of the organization’s first points of contacts for emergency situations to coordinate a response as appropriate 24/7
  1. Monitor and analyze security updates and incident reports and identify significant events or trends in areas where the CIPE operates 
  1. Lead the development of emergency planning, disaster recovery, and business continuity2 plans and systems when needed to respond to changing security conditions and threats
  1. Serve as a key member of the CIPE Emergency Response Team (ERT) and Crisis Management Team (CRT) that monitors and assesses information to determine whether or not CIPE will activate a Crisis Response Plan and the level of activation required

Information Technology (IT) and Incident Management Responsibilities: 

  1. Collaborate with IT to discuss cyber and data security concerns and to stay apprised of IT incidents and decision that could impact security management for CIPE 
  1. Participate working groups to develop a sound Data Security Policies and related compliance initiatives
  1. In coordination with IT, regularly monitor and analyze CIPE incident trends and report back and make recommendations to appropriate leadership groups quarterly or as needed

Security Orientations, Trainings and Relationship Management: 

  1. Serve as the primary contact to provide security updates, trainings, and guidance on safety and security matters, including pre-trip briefings and post-trip debriefings 
  1. Develop, deliver and/or coordinate structured training programs throughout CIPE operations to include Situational Awareness, Hostile Environment Awareness Training (HEAT), and Traveler Safety & Security training
  1. Responsible for continuously engaging in professional development opportunities and trainings to maintain relevant knowledge, skills and abilities to perform duties 
  1. Provide updates on CIPE security management efforts, safety reminders, and any other security-related news to all CIPE staff via email, Intranet, Staff meetings, etc. 

Operational 

  1. Develop and lead a team of security professionals
  2. Work with Operational functional leads to review and make improvements to business processes and internal policies to improve risk mitigation plans, including the development of business procedures
  1. Manage corporate insurance policies by coordinating with both CIPE’s insurance broker and the US Chamber of Commerce’s insurance representatives
  1. Manage staff travel tracking reporting by working with CIPE’s travel management company and potential 3rd party provider(s) 
  1. Assist with ongoing international HR activities and supporting the Duty of Care initiative 

 Qualifications: 

  • Bachelor’s degree or 10 years’ relevant work experience, at least two years’ related to international operations and safety/security management 
  • Professional proficiency in written and spoken in English 
  • Fluency or advanced competency in a second language is beneficial, but not required
  • Experience developing and implementing security mechanisms, including methods of reporting and handling safety and security incidents and emergencies 
  • Strong project management skills, attention to detail and self- starter attitude
  • Experience leading security teams
  • Ability to work independently
  • Demonstrated strong critical thinking and analytical skills
  • Aptitude for clear and effective writing under time-sensitive conditions
  • Strong interpersonal skills and ability to maintain good relationships. Professional demeanor, diplomatic and flexible
  • International NGO experience preferred and an ability to work in a multi-cultural environment
  • Strong computer skills, including proficiency in MS Office
  • Willingness and ability to travel as needed; including high-risk areas
  • High degree of culture competence
