CICONIX, LLC is Hiring a Director of Human Resources Near Annapolis, MD

CICONIX is seeking an experienced, highly motivated, and organized Human Resources (HR) Director who has in-depth HR compliance experience and a thorough understanding of employment law, HR policies and procedures. CICONIX is seeking an experienced leader who can make CICONIX a premier employment destination for the top talent in our industry.

The ideal candidate for this role should possess a high work ethic, excellent communication skills, knowledge of labor regulations and HR practices, strategic thinking abilities, strong organizational skills, and excellent interpersonal skills. The exceptional HR director should improve HR processes, implement strategies that support business growth, improve morale and employee retention, enhance safety and wellness, strengthen relations between staff and employers, manage job satisfaction, attract the best talent, and promote the organization's values.

Responsibilities:

  • Recommends and administers personnel policies, procedures, and guidelines in conformance with applicable laws, rules and regulations and the company’s vision/mission and values.
  • Consults with and advises administrators and other supervisors on a wide variety of personnel issues (including, without limitation, policy compliance, conflict resolution, progressive discipline, separation, termination, and other compliance matters such as required hiring documentation, leaves, discipline, immigration, background checks, etc.) for the purpose of assisting in effective decision making and enforcing all relevant policies, procedures, laws, rules and regulations.
  • Provides training for staff in personnel policies and procedures, and other personnel topics as appropriate.
  • Oversees personnel administrative functions for corporate employees (including all aspects of payroll processing, benefits administration, and maintenance of complete and accurate employee records) and ensures compliance with all applicable laws, rules and regulations and corporate policies and procedures.
  • Administers the position classification system.
  • Maintains awareness of new legislative trends and developments in the field of human resources; incorporates new laws, rules, regulations and developments as appropriate.
  • Updates job knowledge by participating in conferences and educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations
  • Accomplishes special project results by identifying and clarifying issues and priorities; communicating and coordinating requirements; evaluating milestone accomplishments; evaluating optional courses of action; analyzing assumptions and providing recommendations and direction.
  • Manages relationships with corporate vendors and contactors, as needed, to support the development and execution of HR related matters and advocacy initiatives.
  • Ensures legal compliance by monitoring and implementing applicable HR federal and state requirements, conducting investigations, and maintaining records.
  • Maintains workforce information in human resources information systems with high degree of accuracy and completeness.
  • Builds strong relationships with employees, fostering trust and promoting collaboration. Creates and leads programs to increase employee retention.
  • Partners with managers and employees to resolve issues and concerns. Counsels managers and employees on HR procedures, performance, and career planning. Advises managers on a variety of topics to optimize employee development, team performance, and organizational effectiveness.
  • Plans, monitors, and appraises HR activities by scheduling personnel meetings with employees to hear and resolve employee grievances.
  • Executes HR processes effectively including compensation, organizational development, employee relations, and performance management in alignment with common human resources strategies and processes.
  • Maintains and enhances employee benefits programs, including health insurance, vacation, holidays, and other personnel packages.
  • Champions the onboarding process, ensuring the process is up to date and of high quality, providing clarity and connection for all employees and their role in relation to the overall vision.
  • Leads human resources processes and is responsible for overall operational effectiveness.
  • Identifies and recommends areas of improvement to standard operating procedures.
  • Assists with the recruiting process with a focus on posting job requisites and tracking candidates through the interview process.
  • Performs other related duties as assigned.

Facilities Security Officer

  • Manage all security facets of classified contracting
  • Manage personnel security processes for Public Trust, Secret, and Top Secret; and SCI billet and access requests.
  • Manage Initial and Periodic reinvestigation's through DISS/NISS following company and NISPOM procedures.
  • Perform quality reviews on all security submissions, including eQIP, to ensure accuracy and completeness.
  • Maintain exceptional relationships with hiring managers and government security representatives to ensure contract requirements are met.
  • Ensure contract specific onboarding procedures for personnel are fulfilled without delays.
  • Manage Security briefings (Initial, Annual, NATO, Courier and Foreign Travel) and ensure all required security training is completed and tracked per contract and government requirements.
  • Maintain personnel security files.
  • Initiate VARs via DISS; submit RFVs to DCSA international.
  • Initiate CAC requests.

Qualifications

  • Bachelor’s Degree in HR or business-related field.
  • 10 years of multi-facetted HR experience
  • Experience with SCA contracts
  • 5 years of managerial and supervisory experience in the HR function
  • SHRM, HRCI or related certification (Preferred)
  • Understanding of employment laws and the best practices in training, employee development, employee relations, communications, and performance management
  • Ability to communicate effectively in both oral and written form. High level of attention to detail and accuracy in oral and written communications and work product.
  • Active Secret clearance.

CITIZENSHIP AND CLEARANCE REQUIREMENTS:

  • Must be eligible to work in the US.
  • Must be able to pass a National Agency Check with Inquiries (NACI).
