  • Provides next-level guest service to internal and external guests. Demonstrates #AddLife culture in all interactions with guests and co-workers.
  • Hires, motivates, trains, coaches, mentors, and directs staff to ensure that Team Members receive leadership, guidance and resources to accomplish established objectives.
  • Responsible for creating and fostering an environment of support and motivation for Team Members.
  • Establishes department standards, guidelines and objectives, and maintains other administrative processes such as budget and staffing to ensure proper planning and efficient operation of assigned areas.
  • Maintains confidentiality of all privileged information in accordance with established procedures with company policy and state regulations.
  • Reviews activities in all reporting areas in order to gauge and improve staffing levels, working conditions and other matters which influence quality guest service and profitability.
  • Reviews the work activities of subordinate employees to ensure that work is being performed within the standards established by management.
  • Resolves problems that are within the position's scope of authority and recommends courses of action to resolve problems that are beyond the scope of authority to the position supervisor.
  • Monitors the day-to-day activities of the department(s) as subject to established company policies.
  • Keeps position supervisor informed of relevant activities.

Detailed Scope

Operating Standard

The operating standard will reflect customary quality standards of product and service in thoroughbred racing like other boutique meets such as Saratoga, DelMar, Keenland and Gulfstream Park’s Championship meet.

Live Racing Vision

CDG/CD’s vision involves establishing turf dominate cards including black type opportunities aspiring for graded stakes status. Aligning stakes with prep races for future premier stakes at other premier tracks. The position will collaborate with all stakeholders to conceptualize market opportunities for CD as part of adding value to the industry.

Racing Services

Operational progress will be tracked using a “Critical Path” plan prepared by CDG. The Critical Path will be reviewed every two weeks until 60 days before opening day at CD at which time frequency increases to weekly. Critical Path and “Job Compendium” plans will be finalized no earlier than 9 months and no later than 6 months prior to CD’s opening day.

Year-around employees reporting to the position include: Racing Operations Manager and Director of VEA OTB Operations. Colonial Downs will be the statutory employer of seasonal employees. Specific positions are as follows:

Race Secretary —Writes condition book & builds overnights (1

  • All sourced candidates for leadership positions are preferred to have at least 2-years’ experience in a similar role at a NTRA accredited racetrack
  • Service span begins 3-weeks prior, through duration and 1-week after the meet. Training 5.5 days per week from dawn to 11AM with live racing TBD

Live Racing Operations

Colonial Downs employees will perform desired racing operating functions in accordance with NTRA safety and accreditation standards in conjunction with CD policy and procedures. Specifics are as follows:

  • *Lead cooperative initiatives with industry stakeholders geared towards advancing the racing interests of the Virginia Equine industry and Colonial Downs Group through cooperative and inclusion strategies
  • *Source and facilitate CDG sanctioned agreements with AmTote, RCN, United Puett, DRF, Cody Photography, Int’l Sound, Equibase, feed, bedding, manure removal, scale, track kitchen and ambulance service.
  • *Procure licenses and set up all racing specific software and database access; including, but not limited to Equibase, Encompass, Bookkeeper, text service, TRPB etc.…
  • *Conduct a supply and equipment audit at CD on CDG’s behalf no later than 8 weeks prior to the start of the meet
  • *Enforce daily stable gate controls including management of stall application process, allocation of stalls, ship in stall assignments and horse in/out tracking and ship in tracking.
  • *Fulfill and enforce CD’s stall application provisions as conditions of entry to the grounds and participation in racing including verification and filing of equine health certificates and trainer workers comp COIs
  • *Coordination and management of CD SOPs surrounding ship-in barn, stakes barn, regular barns and detention barn obligations.
  • *Allocation of dorms to grooms/caretakers and enforcement of CD’s rules of occupancy.
  • *Draft condition books in compliance with VHBPA agreements, appealing to horsemen and positioning CD favorably within the industry; upon approval distribute to horsemen on-site and on-line.
  • *Execute entries with the goal of maximum field size; build and distribute overnight sheets on-site and on-line after CD’s daily pre-release approval. Use digital monitor to communicate the live entry run down in real time
  • *Manage conditions and apply purse levels defined in the pre-approved condition book.
  • *Manage daily communications to horsemen on behalf of CDG/CD through overnight sheet notes, postings, announcements, text, e-mail, digital monitor and continuous updates on CD’s website for Horsemen services.
  • *Oversee the physical process of paying purses through the Horsemen’s Bookkeeper according to VHBPA standards.
  • *Participate in a joint review of CD house rules and stable area SOPs currently in place for final edit before the meet.
  • *Collect and file of horse health certificates, horse ownership documents and vet medical records to be retained at CD as CD property after the stable area is vacated.
  • *Enforce environmental house rules and comply with regulation surrounding manure handling and storm water management.
  • *Adhere and advocate VRC detention barn protocol and all other licensing and regulatory racing requirements set forth by VRC. Meet or exceed all regulatory standards.
  • *Formalize and enforce Jockey weight procedures, Jockey Injury reporting and Jockey Health Information System according to Guild protocol. Administer Jockey and Track Accident insurance programs.
  • *Assist CD in negotiating a Jockey Guild agreement to customary industry standards with CDG approval.
  • *Assure proper procedures and training are in place for pre and post horse examinations, catastrophic injury response infectious disease response, medication and testing protocols.
  • *Source and supervise lead pony contractors for training, live racing and follow CD’s pony policies.
  • *Complete application for NTRA accreditation for Colonial Downs live racing operation.
  • *Prepare a “Race Office Closing File” upon completion and conduct a post-meet debrief at end of the meet. Closing file to include end of meet leaders, trainer run stats, stall occupancy, purse position, tote achieve, photographer file, impending horsemen or VRC issues, future improvement opportunities, etc.

Horseman Services

The VP of Racing will establish and support horsemen relations in collaboration with and on behalf of CDG/CD. Specific services include:

  • *Execute Horsemen Services on-site and on-line for owners, trainers, care takers, jockeys, jockey agents. Initiatives to be led by the Racing Secretary and supported by the Horsemen’s Liaison.
  • *Maximize owner and trainer participation on a national level.

Regulatory and Compliance Responsibilities: In addition to the other duties described herein, each Team Member has the following responsibilities related to compliance with laws and regulations.

  • Attend required training sessions offered by the Company.
  • Obtain and retain required license(s).
  • Perform the duties described in compliance with local laws and regulations.
  • Take the necessary steps to ensure minors are not allowed to gamble or loiter in gambling areas, drink alcoholic beverages, or purchase tobacco.
  • Have knowledge of the ordinances, regulations, laws, policies, and procedures relating to the Team Member’s department.
  • Have knowledge of the Property’s programs to address problem gaming.
  • Report any acts of wrongdoing of which the Team Member may have knowledge.

Position Qualifications:

Must be able to formulate and communicate ideas and to make independent decisions.

Certificates, Licenses, and Registrations:

Virginia Racing Commission License

Valid driver’s license with minimum three (3) years driving experience

Supervisory Responsibilities: Manages subordinates who may supervise employees. Responsible for the overall direction, coordination, and evaluation of the unit(s).
