PROGRAM SUMMARY

Early Childhood Learning & Wellness Services (ECLW)is housed at CPC Manhattan Community Services and is a partner of the New York City Child Care Resource and Referral Consortium (CCR&R), which is composed of four culturally diverse childcare resource and referral agencies in New York City. ECLW operates six comprehensive projects:

  1. Infant Toddler and Mental Health Services
  2. Family Child Care Networks
  3. Korean Child Care Project
  4. IT Child Mental Health Services
  5. Community Recovery & Safety Services
  6. Promise NYC

We aim to serve the childcare needs of families through education, assistance on subsidy applications, information, and referrals, as well as increase the supply and quality of childcare services through coaching, assessment-based & intensive technical assistance, mental health & health care consultancy, and professional development.

JOB SUMMARY

Reporting to the Director of ECLW, this full-time master’s-level licensed mental health professional with knowledge of infant and early childhood development will lead a mental health team in providing mental health consultation to home-based infant-toddler childcare programs in implementing the Infant-Toddler Climate of Healthy Interactions for Learning & Development(I-T CHILD) measure. The goal of the I-T CHILD is to improve infant and toddler socioemotional outcomes by increasing the quality of family/group family child-care settings using the IT-CHILD assessment tool and model from the Infant/Early Childhood Mental Health Consultation program. The Program Supervisor will provide a broad range of services that focus on supporting the relationship between children, ages 0-36 months, and the caregivers in their lives. Additionally, The Program Supervisor will also provide supervision and leadership to the I-T CHILD Mental Health Program Consultants.

RESPONSIBILITIES

Leadership and Management

  • Oversee the I-T CHILD program, including supervision of project management and daily operations
  • Manage the I-T CHILD project timelines and activities
  • Supervise a team of Mental Health Consultants in providing mental health consultation to 40 licensed family childcare programs
  • Provide direction and leadership to staff in fulfilling the contracted services
  • Manage and evaluate the design, development, and outcome of services
  • Provide ongoing supervision and evaluation of the I-T CHILD mental health services
  • Assist in the creation and development of new programs in response to identified client needs and available funding opportunities

Direct Service Monitoring and Delivery

  • Offer assessment and consultation to 8 to 10 enrolled home-based child care programs that reflect and respect the philosophy of early childhood mental health consultation practices, and are culturally responsive to the caregivers, families, and others who care for young children
  • Learn and follow IT-CHILD protocols
  • Conduct first-round CHILD/IT-CHILD assessments
  • Assess strengths and challenges within the infant-toddler and early intervention setting/environment as well as teacher/provider practices
  • Report on project structure, describing level and frequency of engagement with childcare providers and staff and platform of engagement (in person, remote, blended)
  • Engage in regular meetings with the City University of New York Office of Early Childhood and all members of the Child Care Resource and Referral (CCR&R) Consortium, updating on implementation progress promoting/operationalizing the implantation of CHILD/IT-CHILD and sharing requested data on the implementation
  • Network with partnering organizations and participates in training programs, professional development workshops, and conferences
  • Oversee the planning and execution of outreach efforts and events

Data Collection, Program Evaluation, Research, and Reporting Functions

  • Develop, implement, and evaluate the program’s data collection for evaluation and outcomes measurement
  • Carry out the program’s evaluation and needs assessment projects
  • Develop evaluation reports to inform planning
  • Disseminate reports to stakeholders to educate them about early child care and education, informs the planning of practices, and to inform them of public policy, as well as secure funding to maintain or expand services
  • Participate in evaluation and sharing, external committees, task forces, and visibility events
  • Maintains certification for all assessment tools and confidentiality of all HIPAA-protected health information
  • Conduct data analysis for interpretation & planning for quality improvement
  • Maintain required records for data collection and provide data promptly
  • Other duties as assigned by the Director of ECLW


QUALIFICATIONS

Education and Experience:

  • Master’s Degree in Psychology, Social Work, Mental Health Counseling, or other related counseling/mental health degree required
  • Dual advanced degrees in Mental Health discipline and Early Childhood Education preferred
  • Licensure in Social Work or Mental Health preferred
  • Two to five years of experience working with children and/or families in early childhood settings
  • Demonstrated experience in early childhood education, intervention, and/or mental health
  • NYSAIMH Infant Mental Health Endorsed or related competencies/experience

Skills:

  • Working knowledge of evidence-based curricula to promote early childhood mental health, IT CHILD, DECA, DC 0-5, and formal and informal social-emotional (SE) assessment tools
  • Ability to work independently within a flexible schedule and demonstrate effective time management
  • Ability to work on some evenings or Saturdays
  • Fluency in Chinese (Mandarin and/or Cantonese) or Spanish preferred
  • Familiarity with the New York City Child Care System

COMPENSATION & BENEFITS OVERVIEW

  • Annual salary range: $68,000 to $75,000; 35 hours per week
