Chevo Consulting is Hiring a Program Manager Near DC Metro, DC

ChevoConsulting is currently hiring a Program Manager with experience in providing strategic management of insider threat program objectives and business management principles. Qualified candidates must be capable of leading projects that involve the successful management of complex multi-functional teams.Specialized experience includes project development expertise and a previous senior management role within governmental organizations, control of strategic resources, and demonstrated capability in managing multiple tasks including but not limited to resource planning and workforce modeling methodology. This position will be a hybrid work environment. The client’s location is in Washington D.C.

Candidates must have an active Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility. Jobseekers who do not have the required clearance will not be considered as applicants for this role.

Duties & Responsibilities:

  • Provide overall strategic management execution of program objectives.
  • Manage program scope, schedule, budget, and assessment of strategic risk.
  • Serve as the single point of contact for the Contracting Officer and the COR.
  • Collaborate with senior leaders to develop business cases for IT enabled solutions in support of Insider Threat Program strategic objectives.
  • Review and integrate multiple work streams, including coordination with cross functional teams and consideration for impact to other initiatives and existing systems in a structured cohesive program plan.
  • Responsible for ensuring that risks and issues are assessed and managed; resource conflicts are identified and resolved, and project management methodology is applied consistently for all projects in the portfolio.
  • Develop insider threat program management plans, program documentation, work breakdown structures, program schedules, integrated master schedules, financial reports, and risk management documentation.
  • Prepare charts, tables, graphs, and diagrams to assist in analyzing and effectively presenting information.
  • Provide progress reports as needed by the client and meet with Government Team Leads to discuss project status and to address obstacles.
  • Provide a weekly status report to the Government Team Lead, which shall, at a minimum: Summarize work performed during the week, including accomplishments; Plan for work to be performed during the following week; Identification and discussion of any risks or issues pertaining to assigned tasks and their associated deliverable target dates.
  • Coordinate schedules to facilitate completion of task and contract deliverables, briefings, presentations, and program reviews.
  • Development of complex timelines and briefings for senior leadership utilizing understandable language.
  • Ensure adherence to quality standards and review of program deliverables.
  • Organize direct and coordinate the planning and production of all contract support activities.
  • Responsible for staffing, project planning, project financials, and staff direction and oversight.
  • Support of Government personnel in developing high dollar spend plans with strategic implications.
  • Advise and consult with senior Government personnel and provide program management support and best practices.
  • Understand and be able to support Government personnel to strategize, develop, and draft Program policy to support expansion of resources.
  • Guide and assist the client through a wide range of management, organizational and business improvement, and modernization initiatives by applying continuous process improvement strategies, methodologies, and principles.
  • Develop business methods for problem solving, process change and solutions implementation ensuring enterprise-wide integration.
  • Working proficiency at a minimum with M.S. Word, Excel, PowerPoint.

Required Qualifications:

  • B.S. or B.A. degree. An advanced degree is highly desired.
  • Minimum of 8 years of experience working with and managing complex programs.
  • Direct experience with project/program management techniques and methods.
  • Experience with staffing and resource planning, preparation of financial reports and cost reporting under government contract guidelines.
  • Strong attention to detail and organizational skills.
  • Excellent client-facing and internal communications skills.
  • Strong analytical and problem-solving skills.
  • PMP or equivalent certification highly desired. 

Desired Requirements:

  • Knowledge of applying analytic methodologies and principles related to complex program management.
  • Support of analyst functions including data collection, project testing, and creation of performance measurements to support project objectives.
  • Working experience in the information technology sector.
  • Solid technical background with understanding and/or hands-on experience in software development, systems integration, and systems operation and maintenance.
  • Experience in developing technical architecture and working with technology subject matter experts on insider threat mission space.
  • Have a basic understanding of OPM hiring and U.S. government hiring practices.
