SUMMARY

The Loan Specialist Reporting employee will support the Tribal Energy Development Capacity grant program and assist in the development of Tribal managerial, organizational, and technical capacity needed to maximize the economic impact of energy resource development on Indian Land along with the Bureau of Indian Affairs

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assembles and reports nationwide IFA financial data.
  • Generates reports and calculations for the Office of Management and Budget (OMB).
  • Prepares and submits reports necessary to comply with the Government Performance and Results Act (GPRA).
  • Prepares reports required by the Department of the Treasury.
  • Prepares reports and data needed for internal control review and researching and assembling data needed for other reports as requested.
  • Interacts with other DCI and Department personnel from each of DCI’s four Zones and personnel from the Bureau of Indian Affairs’ Loan Accounting System.
  • Extracts information on the repayment status of direct, guaranteed and insured loans, premium payments, guarantee and insurance claim payments, debt recoveries, and interest subsidy payments from data maintained by LAS.
  • Generates quarterly reports to Treasury that show performance of BIA in collecting debts owed to the Federal government under current and former program authorities.
  • Performs other job-related duties as assigned.

  • Prepare and submit reports necessary to comply with the Government Performance and Results Act (GPRA)

SUPERVISORY/MANAGEMENT AUTHORITY

  • This position has no supervisor or management authority

EDUCATION AND EXPERIENCE

  • B.A. or B.S. degree in Business Administration, Finance, or related fields

KNOWLEDGE, SKILLS AND ABILITIES

  • Candidate must be US citizen
  • Selected candidate will be subject to a US federal and state government background investigation and must favorably pass a drug screen.
  • Knowledge of and experience gathering and evaluating a business’ technical and financial data.
  • Knowledge of rules governing records and information technology owned and used by the Federal government.
  • Knowledge of a broad range of Federal laws and programs specific to Indian tribes and their members.
  • Ability to learn mass communications tools and techniques that allow effective dissemination of information.
  • Demonstrated skill in gathering and analyzing factual data and drawing logical conclusions to furnish guidance for future actions.
  • Knowledge of and experience with OMB’s credit subsidy calculator (CSC2) and the Treasury Report on Receivables (TROR) is highly desirable.
  • Knowledge of and experience gathering and evaluating a business’ technical and financial data.

WORK ENVIRONMENT

  • This position operates in a professional office environment routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • Services will be performed on-site at the government’s facility in Lakewood, Colorado office but may also require some travel to remote sites for field work, training, and presentations of project work to Tribal members etc. which would consist of 25% of the work time. Work outdoors will be subject to variable weather conditions.

Cherokee Nation Businesses, LLC (CNB) – LOAN SPECIALIST REPORTING LAKEWOOD, CO

Estimated Starting Salary Range: $ $60,000 - $87,000

CNB offers discretionary annual incentive pay based upon performance that is commensurate with the level of the position. CNB offers a generous benefit package, including medical, dental, and vision plans for regular full-time employees, 401(k) with 100% match up to 6%, life insurance, tuition reimbursement, paid time off and more. Paid sick leave is provided in accordance with applicable law.

EXECUTIVE ORDER 14042

Pursuant to U.S. Presidential Executive Order 14042, Cherokee Federal is now requiring that all employees be fully vaccinated for COVID-19 by December 8th. An individual is considered fully vaccinated two weeks after the second dose of a two-dose vaccine (i.e., Moderna or Pfizer) or two weeks after a single-dose vaccine (i.e., Johnson & Johnson). As a prospective employee, you will fall under this requirement and proof of vaccination will be needed for on-boarding, should you be selected. When you originally applied to our position posting, this necessity may not have yet been implemented. Limited exemptions for religious or medical reasons will be considered.

TEMPORARY NOTE: On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden’s COVID-19 vaccine mandate for federal contractors (EO 14042). Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.
