Chemring Sensors and Electronic Systems is Hiring a Program Finance Manager Near Charlotte, NC

Description

JOB SUMMARY

The Program Finance Manager is the finance lead responsible for managing CSES major program cost and financial analysis. This position is responsible for program internal and external reporting, analysis and billing. The Program Finance Manager is the primary liaison with the Program Manager and works across the organization to support the Programs. This role will also assist in solving complex technical problems in areas where no precedent exists. 

ESSENTIAL JOB FUNCTIONS

  • Analyze and report on Program Revenue, Cost and Margin to both internal and external stakeholders
  • Analysis to include identification and communication of program overages in terms of price/volume of labor and material by contract line item, as applicable
  • Provide reporting and participate in customer program meetings and reviews
  • Generate and manage billing with customers including direct to customer and WAWF submission and tracking
  • Support cash flow forecasting process by communicating expected timing of cash receipts
  • Support DCMA and DCAA audit requests including incurred cost submissions and provisional rate submissions 
  • Support scenario analysis of rate changes on both cost plus and firm fixed price contracts
  • All employees are expected to be in compliance with government and corporate laws, rules, regulations, policies, and procedures

OTHER JOB FUNCTIONS

  • Comply with all government and corporate laws, rules, regulations, policies and procedures
  • Ensure 100% compliance with the Cherming Operational Framework, Code of Conduct and U.S. Code of Ethics and Business Conduct
  • Support ad hoc financial requests as required

Requirements

EDUCATION

Bachelor’s degree in Accounting or Finance

EXPERIENCE

  • Eight to ten years professional work experience in financial analysis experience and/or accounting with increasing levels of responsibility
  • Minimum of five years of experience in program finance for government contracts including a thorough knowledge of contract structure and billing through WAWF 

SKILLS and QUALIFICATIONS

  • Advanced/Expert level use of MS Excel and MS Office 
  • Expert knowledge of cost and financial account principles, practices and procedures including overhead rates in a government contracting environment
  • Knowledge of principles and techniques used in conducting financial analysis
  • Understanding of government contracting regulations
  • Proven acumen in performing complex numerical calculations
  • Highly skilled in preparation of complex management reports on a timely basis
  • Highly adept in both verbal and written communication 
  • Must be eligible to obtain and/or maintain a U.S. Government Security Clearance commensurate with the level of facility clearance

PHYSICAL AND OTHER REQUIREMENTS

Lifting, carrying, pushing, pulling, or otherwise moving objects, weighing up to 10 pounds occasionally and/or a negligible amount of weight frequently. Involves sitting most of the time but may involve walking or standing for brief periods of time. Use of computer.
