cFocus Software is seeking a Program Manager. Employee must be willing to work in RTP, NC, or Washington, DC.

Position Requirements:

• Bachelor’s Degree. 

• Seven (7) years of related professional experience. 

• PMP certification 

• Must have knowledge of DoD policies and directives. 

• Must have good analytical skills, attention to details, self-motivation, and organization skills. 

• Provide the technical and functional activities needed to ensure deliverables are executed and delivered within required cost, quality, and schedule constraints for this PWS. 

• Have working knowledge of the Federal Information Security Modernization Act of 2014, the Privacy Act of 1974, National Institute of Standards and Technology publications, Office of Management and Budget memoranda and circulars, Department of Homeland Security (DHS) mandates and EPA policy and procedures. 

• Provide compliance and oversight reviews of EPA’s Information Security and Privacy Program to ensure conformance with applicable directives and adequate security controls are in place to safeguard EPA’s information and information systems. 

• Facilitate data calls, validate, analyze, and synthesize data resulting in accurate and complete responses to meet reporting requirements for standard and ad hoc reports. 

• Provide timely and accurate responses to internal and external stakeholders and meeting statutory and regulatory requirements. 

• The contractor shall develop and maintain a current Program Management Plan (PMP) describing the technical approach, organizational resources, management controls and performance measures to be employed to meet the cost, performance, and schedule requirements throughout contract execution. 

• Experience producing finance reports, staffing issues, quality assurance, and scheduling 

Position Duties

• Analyzes, identifies and provides solutions to complex problems in order to make effectives decisions and recommendations for correction or improvement to processes, operations or policies. 

• Responsible for organizing, directing, coordinating, planning, and producing all contract activities. 

• Interfaces with client management including the Contracting Officer and the Contracting Officer’s Representative. 

• Submits project management plans and budgets for successful contract performance. 

• Ensures performance on contracted efforts by executing approved plans, controlling, and reporting relative to the established contract cost, schedule, and quality standards, and following project management standards. 

• Manages and performs direct contract financial functions including budgeting, purchasing, travel, payment approval, invoicing, and receivables control. 

• Plays a leadership role in the accomplishment of the corporate vision and ensures adherence to policies and procedures.
