Capio Group is looking for a Senior Data Analyst to provide data validation, analytics, and data visualization support.

Scope Of Work:

The consultant will be working as part of the Capio Group team to provide consulting services to assist the client with data validation, analytics, and data visualization support for the Wildfire Mitigation Plans (WMP). The team shall assess existing data schema, WMP maturity model and survey, data submissions, data visualizations, data analyses, and data validation processes to develop a solution for validating data, developing data visualizations, and conducting data analyses in support of the 2023-2025 WMP WMP evaluations. The support shall be conducted for the Wildfire Mitigation Plan evaluations completed in 2023 and 2024.

The work to be performed consists of 6 tasks with details including, but not limited to: 

Task 1: Project Team Management and Quality Control

• Become familiar with client’s WMP Guidelines, maturity model and survey, Data Guidelines, and data reporting templates. 
• Develop a Project Plan, as directed by the client. 
• Provide progress reports every other week detailing the status of the project.
• Convene weekly or bi-weekly project meetings to provide the completion status of deliverables, roles and responsibilities, and prioritization for keeping the project on track.
• Prepare project close-out report and host close-out meeting.

Task 2: Data Update Support

• Review and understand the WMP maturity model and survey, Data Guidelines, and data reporting templates to assist in the development of data requirements and identify areas for improvement.
• Produce report recommending areas of improvement for Data Guidelines, data reporting templates, WMP maturity model and survey, as requested by the client.
• Produce documentation of Data Guidelines, data reporting templates, WMP maturity model and survey accordingly.
• Work with the client staff to update WMP maturity model and survey, data guidelines, and data reporting templates.

Task 3: Data Validation

• Review and understand QDR data schema and WMP maturity model and survey.
• Hold Requirements Meeting with client staff to define data validation requirements.
• Develop scripts to validate data submitted
• Develop scripts to validate data for errors in values and calculations.
• Develop report logs that track validation errors.
• Validate data submitted to client.
• Provide continuous scripting support for developing data validations.
• Identify and report to the client on data that has errors and provide recommendations for resolution.
• Validate data, log data validation errors and report errors to client staff.

Task 4: Data Visualization

• Work with the client staff to develop data visualizations for WMP evaluations. 
• Hold Requirements Meeting with client staff to develop initial data visualization requirements .
• After the Requirements Meeting, produce no more than 600 data visualizations that meet the requirements of the client staff.
• Review existing data visualizations created over previous years’ evaluations.
• Develop no more than 30 scripts to transform data to formats to enable data visualizations.
• Provide recommendations on how to resolve data errors.
• Provide continuous support for data visualization and script development.

Task 5: Data Analytics

• Work with the client staff to develop data analyses for WMP evaluations.
• Hold Requirements Meeting with Energy Safety staff to define data analyses requirements.
• Produce no more than 70 data analyses that meet the requirements of the client staff.
• Present findings and analyses to the client staff.
• Review existing data analyses produced for previous WMP evaluations.
• Develop scripts to enable automation for data analyses.
• Provide continuous support.

Task 6: Technical and User Documentation

• Develop technical documentation of scripts, data visualizations, and analyses that can be utilized to troubleshoot and understand solutions.
• Develop user guides to teach end users how to interact with the data visualizations and analyses, and have client’s end-user staff verify documentation.
• Provide knowledge transfer meetings that cover scripts developed for the client to the client staff.

Minimum Qualifications:

1. Minimum five (5) years FTE experience in electronic data analytics, design, visualization, and programming.

2. Minimum three (3) FTE years of the above experience must have been in a lead capacity.

3. Bachelor's Degree in a Data Analytics, IT-related or Engineering field.

Desirable Qualifications:

1. Experience developing workflows and dashboards PowerBI (up to 2 years).

2. Experience with Excel development implementing custom expressions, formulas and developing visuals (up to 2 years).

3. Project or Education background in fire sciences.

4. One (1) year experience supporting a large, similarly complex project for a government agency.
