We are seeking a Capture Manager. This position is responsible for supporting CAMRIS’ business development strategy and activities as it seeks to pursue federal contracting opportunities related to military health, professional technical services, and public health. The Capture Manager will work closely with the company’s Vice President of Contracts and Legal to implement the company’s defined business development strategy.

Responsibilities

  • Use project management best practices to carry out capture, partnering, and proposal activities that ensure comprehensive capture for targeted opportunities prior to the release of the request for proposal
  • Lead the organization’s efforts to identify emerging federal proposal response opportunities that align with the organization’s business development strategy by conducting market research and monitoring resources such as SAM, Govwin, federal procurement databases, and other government websites to identify upcoming opportunities
  • Engage, develop, and build relationships with agency contracting officers, small business representatives, and cadres of technical personnel to gather intelligence to support business development activities within the following agencies: Department of Defense (DOD) (Defense Health Agency (DHA), Defense Threat Reduction Agency (DTRA), Biomedical Advanced Research and Development Authority( BARDA), National Institutes of Health (NIH), and the United States Agency for International Development (USAID)
  • Manage the company’s business development pipeline by recommending removal or addition of federal contracting opportunities and working to implement strategies to give the company the best opportunity win competitively bid federal procurements
  • Conduct “SWOT” and competitive analysis, cultivate strategic partnerships, and manage external relationships to support proposal and other business development efforts
  • Understand and effectively communicate business and technical value propositions on how the Company’s services can positively impact vertical target markets
  • Develop statements of work and manage capture consultants in accordance with business development strategy
  • Approach other businesses with teaming opportunities that align with the company’s business plans and strategy
  • Use best efforts to facilitate mutually beneficial teaming arrangements for the company and its partners
  • Work closely with the Vice President of Contracts and Legal to prepare the proposal response team for success by identifying proposal support personnel, attending coordination meetings, preparing and collecting partner data calls, identifying key personnel, and escalating issues or concerns with partners to company leadership
  • Provide basic proposal coordination and development support to produce a high-quality, compliant, and competitive proposals in response to federally issued request for proposals
  • Report on business development capture activities and provide inputs about recent activities as requested
  • Use CAMRIS’ proposal management tools (templates, web-based software, calendars, calculators, etc.) to monitor proposal statuses and identify and communicate any risks that may jeopardize the company’s ability successfully meet proposal schedule milestones
  • Review, edit, and write portions of proposal responses as needed
  • Promote growth of existing contract vehicles in accordance with the company’s business development strategy

Qualifications

  • Minimum of bachelor’s degree or employment equivalent (5 years) in a similar position
  • Independent thinking and problem-solving skills
  • The ability to multi-task; organize and prioritize multiple on-going projects
  • Experience with biosciences, public health, clinical research operations, or Department of Defense Military Health and Research programs are preferred, but not required
  • Ability to interpret pre-defined requirements, develop a responsive proposal outline, and assist with the identification of the resources required to produce the proposal
  • Knowledge of the federal contracting process and experience with preparing and assembling proposal responses
  • Excellent verbal and written communications skills, with ability to compose content that is responsive to stated requirements
  • Proficiency with SAM, Govwin, federal procurement databases
  • Proficiency in Microsoft Office products
