Overview:

  • Reporting to the Executive Director, the Chief Financial Officer provides finance, accounting, budgetary, operational, and programmatic support.
  • Plans, directs, and manages the activities and operations of the Finance Accounting Department including financial, accounting, budgeting, forecasting, auditing, treasury, purchasing, risk management, pension and investment management functions.
  • Directs activities in the acquisition, development, and maintenance of Association real estate properties. 
  • Coordinates assigned activities with other Association departments, outside agencies, independent auditors, banks, insurance brokers, investment managers and trustees.
  • Provides highly responsible and complex administrative and financial support to the Executive Director. 
  • Establishes and monitors internal control procedures as are necessary to safeguard the assets/operations of the Association.

Examples of Important Responsibilities and Duties -- Important responsibilities and duties may include, but are not limited to, the following:

  • Assume full management responsibility for all financial services and activities.
  • Serve as Treasurer and Chief Financial Officer; supervise the accounting, auditing, banking, budgeting, internal controls, cash management and investment transactions; responsible for cash receipts and disbursements, credit and collections, fixed asset control, payroll administration functions, pension and retirement programs, pension and retirement trust issues, purchasing, risk management, deferred compensation and investment management; supervise financial reporting; recommends and administers financial, treasury, accounting, credit, and tax policies and procedures.
  • Design the financial accounting, internal controls, and reporting structure and package including the chart of accounts and monthly reporting packages, present reports to Board of Directors monthly.
  • Manage the Association's financial resources including cash balances, investments, and pension investments; confer with banks, pension advisers, independent auditors, trustees and investment managers; review and suggest plan design for pensions, deferred compensation plans and risk management.
  • Select, train, motivate and evaluate Finance/Accounting personnel; provide or coordinate staff training.
  • Prepare annual Association budget; manage and participate in the development and administration of the Chief Financial Officer's office budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct the preparation of and implement budgetary adjustments as necessary.
  • Review pension plans and investment and cash management policies; confer with investment and pension advisors; assure fund payments are managed and paid and recommend to the Executive Director investment policies consistent with objectives.
  • Invest Association funds; establish investment policies and procedures; maintain records of investments and related documents.
  • Develop financial forecasts and dues restructure scenarios based upon those forecasts.
  • Supervise the preparation, compilation, and filing of all reports, tax returns, statements, statistics and other data required by law or requested by Executive Director or Board of Directors.
  • Review and assist with form 5500 filings for selected Association benefit plans.
  • Oversee banking activities including negotiation of fees or interest rate structures, investment of funds and maintenance of credit lines for credit cards.
  • Provide accounting and statistical assistance to Association departments and offices as well as the Board of Directors; determine fiscal impact of resolutions and Board of Directors' requests.
  • Confer with the Board of Directors, chapter officials and various members regarding a variety of issues including membership policies, regulation reporting and taxation.
  • Provide staff assistance to the Executive Director, Association President, and Board of Directors; prepare and present financial statement summary, staff reports and other necessary correspondence.
  • Participate on a variety of committees; attend and participate in professional group meetings; stay abreast of new trends and innovations in the fields of accounting and finance.
  • Perform related duties and responsibilities as required.

Qualifications

Knowledge of:

  • Organization and management practices as applied to the analysis and evaluation of programs, policies and operational needs.
  • Advanced principles and practices of budget preparation and administration.
  • Principles and practices of real estate acquisition, development and management.
  • Accounting theory, concepts, procedures, and techniques.
  • Generally Accepted Accounting Principles (GAAP) and current Financial Accounting Standards Board policies (FASB).
  • Pension and deferred compensation accounting, funding, design and applicable regulations.
  • Pensions, pension and retirement regulations and administrative procedures.
  • Financial markets, debt and equity instruments and terminology.
  • Principles, procedures, and techniques of research and investigation.

Ability to:

  • Plan, organize, direct and coordinate the work of management, supervisory, professional, and clerical personnel, delegate authority and responsibility.
  • Prepare complex requests for proposal and review responses.
  • Demonstrate initiative, creativity and exercise independent judgment in the performance of duties.
  • Identify and respond to Board of Directors' and Executive Director's issues, concerns, and needs.
  • Develop, implement, and administer goals, objectives, and procedures for providing effective and efficient financial, accounting and auditing services.
  • Research, analyze, and evaluate financial, accounting, cost and statistical data.
  • Prepare and review complex financial statements, reports and analyses.
  • Communicate clearly and concisely, both orally and in writing.
  • Prepare complex requests for proposals, review responses and negotiate contractual agreements for goods and services.

Experience and Training Guidelines -Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 

Experience

  • Six years of increasingly responsible experience in accounting and financial work including at least three years as a Controller, Assistant CFO, or VP of Finance role preferred. 

Education requirements:

  • Bachelor’s degree or higher in Accounting, Finance or related field with major course work in accounting, finance, business administration or related field.

The salary range for the Chief Financial Officer is $188,841.86 - $241,015.38. Starting salaries are typically at the first step on our salary range. Consideration may be given for exceptional qualifications and experience.
