Butte County is Hiring a Program Coordinator (Tobacco) Near Oroville, CA

The Project Coordinator is a permanent, full-time position with Butte County Public Health Department's Tobacco Education Program. The Coordinator will provide direct administration and leadership to the program and oversee day-to-day planning, development and implementation of the approved work plan. Previous experience with Tobacco Control funding Prop 99 & 56 is preferred, but not required.

Note: A training and experience evaluation may be utilized to determine an applicant's ranking among qualified candidates. DEFINITION

Under general supervision, plans, coordinates, implements, and evaluates programs which provide direct services to diverse populations/groups within the County, and/or internal services for County programs; assists in program development and monitoring; coordinates program activities with County departments and external agencies; provides technical assistance to community- based organizations, contract service providers and/or County staff related to assigned programmatic area; and performs related duties as assigned. 

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management staff. Some positions may exercise technical and functional direction over and provide training to lower-level staff. Exercises no direct supervision over staff. 

CLASS CHARACTERISTICS

This classification is responsible for independently performing professional and technical duties in support of one or more programs within a County department or division. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

EXAMPLES OF TYPICAL JOB FUNCTIONS

Typical functions may include any of the following tasks, knowledge, abilities, and other characteristics.   • Plans, coordinates, and implements assigned program(s) offering direct services and support to County clients, or to County internal departments and staff; plans, develops and administers contracts, scope of work, work plans, policies and procedures; continuously evaluates program effectiveness.
  • Drafts and submits for approval a wide variety of policies, procedures and plans for the execution of program operations; implements upon approval.
  • Makes presentations to community groups and organizations regarding programs, services and activities; attends various meetings, committees and conferences related to program goals and objectives.
  • Assists in developing annual and multi-year plans and budgets for assigned program(s); maintains fiscal records; monitors expenditures to ensure that spending is within budgeted limitations.
  • Reviews and interprets grant requirements, legislation, codes, and regulations; makes recommendations to management for compliance with mandated requirements and implements management decisions; monitors program activities, policies, and procedures for compliance with grant guidelines and rules.
  • Provides technical and functional direction to assigned staff; oversees work activities to ensure they are properly conducted; provides training on program operations; provides information to management on staff performance.
  • Coordinates various activities in the ongoing administration of assigned program(s) including, but not limited to, developing work plans, creating and modifying contracts; providing technical assistance and oversight to contractors and subcontractors to ensure program services are delivered on time, within budget, and according to scope of work; monitoring activities for compliance with contract and funding provisions; performing targeted outreach to various community groups and individuals; and evaluating program effectiveness.
  • Serves as liaison to community consortiums, councils, and committees; advises groups on and accounts for program activities; implements modifications as directed.
  • Works with a variety of community organizations and individuals to arrange and coordinate services; conducts community outreach to increase awareness of program offerings and operations; and solicits support for ongoing program services.
  • Confers with managers and staff in other departments and agencies to coordinate activities and resolve issues related to the program.
  • Monitors inventory and, within established authority, purchases equipment and supplies needed for program operations.
  • Directs the maintenance of and/or maintains accurate records and files; prepares reports, correspondence, and a variety of written materials.
  • Assists in evaluating program effectiveness; recommends procedural changes to enhance program effectiveness and implements management directives.
  • Generates and prepares a variety of reports on program metrics and submits to management.
  • Performs related duties as assigned.

  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.
  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Ability To:

  • Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards for assigned programs.

  • Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed. 
  • Maintain accurate records and files. 
  • Effectively represent the department and the County in meetings with governmental agencies; community groups; various business, professional, and regulatory organizations; and in meetings with individuals.
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Effectively use computer systems, software applications relevant to work performed and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Education and Experience:

Any combination of training, experience and educational degrees that would provide the required knowledge, skills, and abilities is qualifying. Substitutions will be made on a year for year basis. A typical way to obtain the required qualifications would be:

Bachelor’s degree from an accredited college or university with major coursework in public health, business, public administration, behavioral or social science, or a related field; and 

Three (3) years of increasingly responsible administrative and/or technical experience supporting operations similar to those in the assigned program.

Certifications and Licenses: 

  • Must possess a valid US driver’s license upon date of application. Must obtain California driver’s license following hire date per California DMV regulations.

PHYSICAL DEMANDS

  • Mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various County and community sites; primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information; ability to lift, carry, push and pull materials and objects up to 50 pounds.
  • Vision to read printed materials and a computer screen. 
  • Hearing and speech to communicate in person and over the telephone. 
  • Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. 

WORKING CONDITIONS

  • Office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. 
  • Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

EQUIPMENT AND TOOLS UTILIZED

  • Equipment utilized includes personal computer, fax machine, standard office equipment, and motor vehicle.

Disaster Service Worker

All Butte County employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker related training as assigned, and to return to work as ordered in the event of an emergency.
