Business Management Associates (BMA) is seeking a Senior Learning and Development Specialist to support the agency with the implementation of organizational improvements as it works to become a learning organization that continuously incorporates up-to-date methodologies for facilitating multi-party dialogues. The ideal candidate shall provide thought leadership and expert advice to the agency's Learning and Development and Organization Development professionals to evolve and transform learning to meet the needs of the 21st century workforce; support the agency in building its capacity for change; enhance performance and effectiveness; and promote group and individual development.

RESPONSIBILITIES AND DUTIES:

  • Assist in identifying and aligning the talent, learning, leadership development and organization development strategy and goals needed to support scientific strategy and research priorities.
  • Assist in creating a learning strategy that outlines a plan to support scientific priorities through capability and capacity building of the workforce through maintenance, upgrading or creation of systems and processes that enable development.
  • Provide consultation on the creation of data analytics and visualization capabilities to drive decision making around L&D programming. Assist in defining which data best support learning and development programming decisions. Review data from various data sources and industry best practices to support recommendations.
  • Advise on the development and management of a learning ecology, infrastructure and learning technologies, including but not limited to curated content, video and mobile learning, immersive learning through virtual and augmented reality, artificial intelligence/adaptive learning and micro-learning to meet the needs of an adaptive workforce that requires flexibility, mobility and continuous learning anywhere, at any time.
  • Support the development of an infrastructure that would advance career progression from linear career progression to career lattice structures.
  • Provide guidance on the development and execution of business skills training, leadership development programs, onboarding, and mentoring programs, customized to meet the unique needs and challenges of extramural and intramural research community and the administrative offices.
  • Assist in developing an integrated approach to leadership development, management development, and organization development.

QUALIFICATIONS & REQUIREMENTS

  • Exceptional analytical and conceptual thinking skills
  • Advanced expertise and knowledge in developing and implementing a Learning Development Program.
  • Advanced skills in preparing, presenting information, ideas and advice in a clear, concise and logical manner, both orally and in writing, to a wide audience.
  • Experience in creating detailed data analysis reports.
  • Knowledge of advanced reporting and analytics technologies, such as artificial intelligence and predicative analytics.
  • Excellent planning, organizational and time management skills.
  • Advanced knowledge in organizational development.
  • Ability to effectively reconcile divergent points of view and interests.

EDUCATION & EXPERIENCE

  • Required minimum of BS Degree that includes or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
  • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  • Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  • Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  • Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  • Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
  • Five years of work experience in creating and implementing a Learning and Development program.
