Qualifications:

Minimum Qualification Requirements: To qualify for this position you must meet A, B or C for the series/grade to which you are applying.

GS-09

A. Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

OR

B. Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Reviewing files and documents from customers or clients to ensure they are complete. 2) Identifying inadequacies or errors in documents and files and communicating with filers to provide guidance for bringing documents into compliance; AND 3) Conducting data entry and querying databases. Must Meet All.

OR

C. Combination of Education and Experience: combination of total qualifying experience and education required for the grade level that totals 100% of the requirement.

GS-11

A. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

B. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Reviewing files and documents made in connection with the terms and conditions of pipeline rights-of-way grants for completeness and adherence to regulatory requirements. 2) Identifying inadequacies or errors in documents and files made in connection with the terms and conditions of pipeline rights-of-way grants and communicating with filers to provide guidance for bringing documents into compliance; AND 3) Conducting data entry and querying databases. Must Meet All.

C. Combination of Education and Experience: combination of total qualifying experience and education required for the grade level that totals 100% of the requirement.

Responsibilities:

This position is in the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico Outer-Continental Shelf (OCS) Region (GOMR), Office of Regional Field Operations (RFO), Pipeline Section in Jefferson, LA.

At the full performance level (GS-11) the major duties of this position include, but are not limited to the following:
1. Reviews, evaluates, processes, and recommends final action for pipeline right-of-way (ROW) modifications involving pipeline ROW grant cessation of operations.
2. Provides specific guidance and instructions to applicants to bring their applications into compliance.
3. Determines whether a pipeline ROW grant has expired due to failing to fulfill the purpose of the
grant, and when required, issues the notification to pipeline ROW holder(s) that the grant has expired.
4. Validates and certifies that the pipeline ROW grant description is accurate, that the parties involved are qualified, that all required bonding and additional securities are in place and that oil spill financial responsibility is met.
5. Coordinates with industry representatives on data needs.

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Range Information:
GS-09: ($57,118 - $74,250) per annum.
GS-11: ($69,107 - $89,835) per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

This vacancy may be used to fill additional positions as vacancies become available.

This vacancy is also announced as BSEE-EENN-23-JB-084(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.
