Description
The Building Industry Association of Washington (BIAW) is the voice of the residential construction industry in the state of Washington, representing nearly 8,000 home builders, remodelers, and their associates.
We need an experienced dynamic and driven government affairs professional to lead BIAW's advocacy team as Legislative Director. Position Title: Legislative Director
Reports to: Managing Director of External Affairs
Office Location : Tumwater, WA
Status: Full-time, Exempt
Salary Range: $140,000.00 to $160,000.00
Job purpose
Assist in the supervision and implementation of BIAW's government affairs and legislative programs. Oversee the development of the association's environmental, water, fish, land use, work force development and other policies as determined and agenda to promote the association's mission. Interact with the Legislature and government agencies to accomplish the government affairs, legislative and regulatory policies, and goals of the association.
Supervise and implement BIAW's legislative advocacy efforts. Oversee the development of the association's policy agenda to promote the association's mission. Interact with the legislature and state agencies to accomplish the legislative and regulatory policy goals of the association. Manage all contract lobbyists.
Duties and responsibilities
COORDINATE LEGISLATIVE EFFORTS OF BIAW:
  • Manage internal and external BIAW advocacy staff
  • Maintain and develop legislative relationships
  • Develop BIAW's annual legislative agenda
  • Coordinate the development of BIAW legislative proposals and strategies
  • Direct BIAW engagement in regulatory activities on matters impacting BIAW members
  • Develop and maintain liaison with external organizations and government agencies
  • Provide input for BIAW's political strategy; assist in implementation of BIAW's strategic political goals
  • Coordinate BIAW's grassroots contacts on critical industry issues
PROVIDE EDUCATION AND RESOURCES FOR LOCAL ASSOCIATIONS AND MEMBERS
  • Be a resource for members and local associations on matters of policy and government affairs
  • Provide and/or author articles for association publications
  • Provide public speaking at request of local associations, government agencies, and other coalition partners
OVERSEE AND STAFF BIAW COMMITTEES OF REVELANCE:
  • Assist chair and vice chairs of the Legislative Policy Committee in developing agendas, meetings, and committee administration
  • Lead weekly member legislative update calls
  • Provide input to the Washington Affordable Housing Council for perspective on endorsements
  • Provide staffing for other committees as assigned

Requirements
Qualifications
Qualifications include:
  • Bachelor's degree
  • 5 years of legislative advocacy, preferably Washington State experience
  • Flexible, fast-acting, and nimble
  • Strategic thinking and familiarity with Washington's legislative and regulatory process
  • Ability to develop and maintain relationships
  • Strong communication skills
Working conditions
Regularly requires evenings, weekend, and long days of work; must be available for all Washington's legislative annual session; public facing position so public relations issues may arise; and dealing with challenging issues with public officials can be trying.
Physical requirements
This job requires long hours during legislative session and the ability to stand for long periods of time.
