Description

This Regional Manager position will have a portfolio primarily based out of North Carolina. Pay will be based on experience. 

SUMMARY: The regional manager is responsible for the overall operational and financial aspects of an assigned portfolio of properties.

Primary DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Directs all property operations within an assigned portfolio and ensures that the Company and/or Owners’ financial and business objectives are being achieved.

Responsible for marketing and occupancy results for each assigned property including but not limited to:

  • Reviews property performance and evaluates marketing pricing
  • Conducts site visits so as to ensure safety and cleanliness and alerts Maintenance to items that need to be repaired
  • Ensures that the appearance of the properties meet the Company’s established standards through routine site and safety inspections
  • Responsible to communicate concerns and request for capital improvement as needed to provide for the physical upkeep of each property in the portfolio
  • Monitoring occupancy rates, leasing efforts and rent collections; ensuring each property is operating at maximum occupancy and efficiency
  • Monitoring and assisting in marketing efforts of each property
  • Monitor tenant relations and provide assistance to site staff resolving tenant issues
  • Encourage and mentor site staff to lease and maintain each property at least to meet company standards
  • Provide regular communication to the corporate office staff regarding the operations of each property and providing information about potential issues than may need to be addressed

Responsible for maintenance of each assigned property including but not limited to:

  • Responsible for review and monitoring Work Orders including timeliness of completion and compliance with company budgets, policies and procedures
  • Responsible for review and compliance of Quarterly Inspection Sheets (Affordable Housing Only)
  • Perform inspections of “market ready” apartments, unturned vacant apartments, model apartment, clubhouse, mail station and all other facility buildings and amenities regularly
  • Develop annual budget for maintenance and emergency repairs
  • Develop annual budget for capital improvements
  • Develop and monitor quarterly preventative maintenance schedule, develop action plan for maintenance that is not being performed timely
  • Monitor property maintenance, landscaping, OSHA and safety compliance, ensure maintenance and reports are current
  • Make physical inspections of each property following current inspection procedures
  • Monitor staff and contractor work
  • Review Maintenance Daily Checklist once a month (Within 60 miles from office) OR once a quarter (More than 60 miles from office)

Responsible for financial operations of each assigned property meeting budget and profit goals including but not limited to:

  • Prepare and present Rural Development annual budgets meeting all company deadlines
  • Convert Rural Development annual budgets for data entry into computer system meeting all company deadlines
  • Submit Rural Development Year End reports and assist with finalization of reports for submission to Rural Development meeting annual deadlines
  • Ensure Rural Development reserve expenses are approved for each property by the appropriate district specialist before purchase or work is approved and started, discussing large expenditures with Property Management in advance
  • Provide information about any issues and approvals from Rural Development and follow company reserve request procedure obtaining reserves
  • Prepare and present Conventional Property annual budgets meeting all company deadlines
  • Develops the annual budget(s) for the properties comprising the assigned portfolio, and oversees attainment of budgeted goals by analyzing and evaluating financial statements, reconciling monthly statements against approved budget, and working with the Controller, client/owner, and others to address and resolve gaps in the financial performance of the portfolio
  • Monitor site budgets and request adjustments when unforeseen issues require
  • Review and approve invoices ensure they are entered into payables system accurately and timely
  • Review and correct Rent Reports monthly following company checklist and procedures
  • Review and approve financial close-outs
  • Ensure conventional property reserve requests are discussed with Property Management in advance following company procedures
  • Review and submit the property’s budget variance each month
  • Audit petty cash

Responsible for compliance with all leasing policies, procedures and government regulations including but not limited to:

  • Applications reviewed approved following company policies and government regulations and processed timely
  • Rent Certifications properly approved/denied
  • Lease agreements are accurate and maintained following company policies and government regulations
  • Lease agreements are monitored and renewals managed timely
  • Rent delinquencies are managed and addressed timely and incompliance with all company policies and government regulations
  • Late notices and eviction notices are posted timely and managed in compliance with all company policies and government regulations

Develop and maintain cooperative relationship with corporate office staff including but not limited to:

  • Be responsive to any request made by the corporate office
  • Communicate regularly with home office providing accurate information about your daily schedule (Provide daily schedule on office board)
  • Complete and submit accurate and timely reports and documents in compliance with Brantley policies and procedures
  • Comply with regulations and guidelines from Federal, Fair Housing, Equal Housing Opportunity, state and local authorities
  • Comply with all RD policies and procedures including governmental regulations, operating, financial, and administrative and those in the employee handbook

Prepare, complete and maintain all required paperwork accurately, and submit within required deadlines including but not limited to

  • Conventional Property Weekly Reports submitted accurately and timely
  • Area Manager’s Weekly Reports submitted accurately and timely
  • Present expense reports regularly and time
  • Complete the Regional ‘s Monthly and Quarterly Checklist by the due date given
  • Prepare and provide special reports when requited

Supervise site staff at each property including but not limited to:

  • Provides leadership to the team of community managers by interviewing, hiring, and training team members, and by managing their performance in accordance with Company policies, values, and business practices. Oversees the appropriate and adequate staffing at each community and supervises the acquisition, development, and management of community team members
  • Provide mentoring and training regularly
  • Ensure that the staff works safely
  • Communicate regularly with site staff, understanding and resolving working relationship issues and tenant management issues
  • Respond to staff questions and issues timely
  • Provide management assistance and manage sites personally in the absence of the site managers

Perform other tasks and assignments when requested by company management.

Coordinates work activities and services from vendors, consultants, and other contractors as needed by researching and identifying needs, negotiating contracts, monitoring progress, processing invoices, and ensuring open communication between consultants and Company project team members.

This position requires regular travel out of town and sometimes, overnight.

Qualifications

*Experience in Affordable Property Management a plus!

EDUCATION and/or EXPERIENCE High School Diploma or G.E.D certificate, Associates degree in business or related field preferred and seven or more year’s experience, with at least five years experience in the rental industry, or an equivalent combination of training, education and experience.

COMPUTER SKILLS

Computer experience to include experience in Microsoft Office and the ability to learn and become proficient using the Brantley Properties, Inc. in-house financial accounting system.

LANGUAGE and COMMUNICATION SKILLS

Ability to read and comprehend business periodicals, professional and governmental regulations and policies and procedures manuals. Ability to compile and write reports, and business correspondence, Ability to effectively develop and present information and respond to questions from groups of employees, residents and prospective residents, corporate management and the general public.

ANALYTICAL SKILLS

Ability to add, subtract, divide and multiply, use fractions, and calculate percentages and ratios.

REASONING ABILITY

Ability to solve complex problems and deal with a variety of variables in situations where minimal standardization of procedures exists. Ability to interpret financial reports and a variety of business instructions furnished in written or oral form. Ability to interpret and implement government regulations and corporate policies, procedures and initiatives.
