Description

I. PURPOSE/FUNCTION OF THE PROGRAM

The Quality and Compliance functions at BGV are integral to the agency successful implementation of its mission and vision. The overarching goals of the Quality and Compliance functions are to ensure that services are quality driven, effective and adhere to various regulatory requirements. The functions are pervasive throughout the organization through various tools including the PQI plan, the compliance program policies and procedures, program/agency benchmarks, contract deliverables, data management, and audits serve to provide an agency wide structure and monitoring of the various components.

II. POSITION SUMMARY

The Senior Compliance Specialist is responsible for supporting the compliance and operations functions. They Coordinates and implements strategic objectives for quality improvement, including development of relevant policies and procedures, throughout the agency. This position is responsible for supporting the management of BGV’s contracts, policies and procedures and special compliance and risk related projects.

III. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  1. Manage the master policy and procedure reference library for the organization including version control and change approval verification.
  2. Manage the master contract library including coordinating with appropriate individuals within BGV to ensuring contracts are renewed timely and new contracts are added. 
  3. Prepare, send, and manage all contracts timely for students at the Charles F. Hayden School in coordination with school staff and related Connecticut school boards.
  4. In collaboration with supervisor and programs’ leadership improve program processes, develop training materials, increase key process information availability/accessibility, enhance reporting, and verify practice to policy alignment.
  5. Monitor, coordinate support, and distribute as appropriate reports including exceptions for established quality and compliance related applications used by programs.
  6. In collaboration with supervisor and Departments /Programs, establish and track outcome measures from quality and compliance related projects/initiatives including providing critical assessment of quality and compliance activity results with corrective steps as may be needed (Plan-Do-Check-Act)
  7. Participate in the agency’s PQI process, and participate in relevant committees and initiatives
  8. Assists in identifying and monitoring Program/ Department quality measures consistent with agency and/or contract requirements. Independently and collaboratively presents findings to agency leadership, management, and program staff.
  9. Review of Model Reports for various Evidenced Based Practices, noting areas of deficiency , strengths and trends.
  10. Other duties as assigned by supervisor.

IV. ESSENTIAL QUALIFICATIONS/SKILLS

  1. High attention to detail and organization skills.
  2. Bachelors degree in behavioral health discipline, business, or advanced health care degree (MBA, MPH) or equivalent health care degree/license.
  3. 2 or more years experience in compliance or quality assurance or project management.
  4. project management, change management, and coaching skills
  5. Ability to work collaboratively with staff and external agency stakeholders. 
  6. Experience in management and analysis of data, MS Office, including Excel 
  7. Strong oral and written communication and presentation skills.

V. PREFERRED QUALIFICATIONS

  1. Knowledge and experience in health care and/or human services organization
  2. Knowledge of MS Office development, automation, and reporting tools including Power Apps, Power Automate and Power BI

1. Standard office conditions and equipment use apply

2. Extensive periods of sitting

3. May be required to lift and carry binders from building to building

IX. WORKING CONDITIONS AND ENVIRONMENT

  1. May be required to travel to all agency sites
  2. Must be able to work a flexible schedule
  3. Will be required to travel throughout state as related to agency needs
