Job Description

Residency Requirement

Employees must be Boston residents on their date of hire and for the duration of their

employment subject to BWSC policies and collective bargaining agreements.


Position Purpose:

Provides professional and technical support in the management all operating systems and end-user software; supports all communications and connection solutions; requires organization and initiative in the application of prescribed policies, procedures, and methods.




Essential Functions:

  • Manages all company operating systems and associated software.
  • Manages all communications and connections including workstation connectivity, Local Area Networks (LAN) company website, intranet, and Internet applications.
  • Ensures the integrity and security of enterprise data on host computers, multiple databases, and during data transfer in accordance with business needs and industry best-practices regarding privacy, security, and regulatory compliance.
  • Performs and tests routine system backups and restores, monitors existing backups.
  • Analyzes system, server, application, network, and input/output device performance.
  • Monitors VMware environment. Makes necessary changes as needed to improve functionality and performance.
  • Responds to SysAid tickets when assigned. Resolves issues promptly and efficiently.
  • Troubleshoots System issues as they arise daily.
  • Conducts research on new products, services, protocols, services, and standards in support Operating Systems software procurement end development efforts.
  • Implements new IT software or hardware.
  • Manages end-user accounts, permissions, access rights, and storage allocations in accordance with best-practices regarding privacy, security, and regulatory compliance.
  • Performs software application maintenance on assigned mission critical systems.
  • Installs new/rebuilt existing servers and configures hardware, peripherals, services, settings, directories, storage, etc., in accordance with standards and project/operational requirements.
  • Maintains daily performance of computer systems.
  • Maintains access controls for user accounts and updates levels of access.
  • Updates antivirus controls to keep the network safe. Monitors and runs reports for continual monitoring.
  • Installs, modifies, and repairs computer hardware and software.
  • Maintains mobile devices through a mobile device manager.
  • Creates wireless accounts for outside contractors to use during demonstrations.
  • Runs diagnostic programs to resolve problems.
  • Resolves technical problems with Local Area Networks (LAN), Wide Area Networks (WAN), and other systems.
  • Performs similar or related work as required, directed or as situation dictates.




Recommended Minimum Qualifications:


Education, Training and Experience:

Bachelor’s Degree in Computer Science required; Master’s Degree preferred. Three to five (3 - 5) years of experience in a similar role, preferably in the public sector working with local government. Any equivalent combination of education, training, and relevant experience. SSCP, CISSP, MCSA, MOS or similar certifications a plus.

Knowledge, Ability and Skill:

Knowledge:  Knowledge of complex IT protocol and procedures; working knowledge of computers, computer systems, and MS Office applications; working knowledge of departmental policies and procedures; strong aptitude to learn and implement new procedures.


Ability:  Communicate effectively and tactfully with customers; compose correspondence; prioritize and complete multiple tasks at one time with frequent interruptions; operate a computer with intermediate skills when using software programs; manage databases and other software as required by the position; maintain and create spreadsheets and records; use telephone system.


Skill: Excellent written and verbal communication skills; strong customer service skills; strong organizational skills; skills in all of the above listed tools and equipment.


Physical Requirements:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.


Moderate physical effort required to perform work; frequent bending, crouching and reaching required for such tasks as moving and installing computer hardware and related office equipment.  Tasks involve extended periods of time at a keyboard or workstation, which include operating a keyboard at an efficient speed. This position is frequently required to sit, communicate, and hear, is occasionally required to walk, and must be able to handle or feel objects, tools, or controls and reach with hands and arms.  The employee must occasionally lift and/or move objects weighing up to 30 pounds.  Vision and hearing at or correctable to normal ranges.



Supervision Scope: Performs various duties requiring a thorough knowledge of departmental operations and the ability to complete assigned tasks according to established procedures and protocol.


Supervision Received: Works under the general direction of the Director, IT Security, generally sets own daily work plan while following outlined procedures and tasks; escalates issues as necessary to supervisor. 


Supervision Given:   None.


Job Environment:

  • Work is performed in an office environment. Majority of work is performed in a moderately quiet work environment.
  • Operates computer, printer, telephone, copier, facsimile machine and all other standard office equipment.
  • Makes frequent contact with BWSC departments and BWSC staff.
  • Errors could result in delay or loss of service, and have potential financial repercussions.
