Borrego Health is Hiring a Talent Acquisition Manager Near Escondido, CA

The Talent Acquisition Manager develops, manages and implements recruitment tactics for a wide range of positions to attract and maintain a highly qualified workforce to promote Borrego Health’s mission, vision and values. In addition, responsibilities include managing the Talent Acquisition Team, overseeing recruitment systems, tools and resources, overseeing the temporary staff hiring process. Essential Duties and Responsibilities: Administrative Functions: Improves processes and strategy related to talent acquisition through the use of metrics, which includes: recruitment process efficiency and effectiveness as well as effectiveness of employment branding and social media networks. Builds and directs recruitment tools and processes that are applicant-focused, efficient and costeffective including systems to create a pipeline of candidates for high turnover and hard to fill positions. Develops, establishes, builds, executes and connects talent strategies, systems and processes with business strategies and objectives. Manage the Talent Acquisition team in daily operations, process improvement projects, job fairs and other related activities. Ensures the recruitment process creates a great candidate experience. Manages the Recruiting budget including the analysis of media spend correlated to results that ensures monies are allocated appropriately. Design selection criteria for choosing the optimum recruitment channels and recruitment sources. Creatively source candidates through a variety of recruitment methodologies. Develop recruitment plans to proactively meet future needs of Borrego Health and assure a flow of candidates when needed. Manage recruiting metrics to track, monitor, report and enhance team’s performance Conducts and manages recruitment for leadership and high-level positions as designated. Builds and maintains relationships with hiring leaders, staffing agencies and community organizations. Ensures that all recruitment practices are consistently administered in a manner that is compliant with all employment laws and regulations. Others duties as assigned.Qualifications:PHR or SPHR certification preferred. Certifications in recruiting standard and practices required, must become certified within 18 months of initial date of hire if not certified upon hire. Recruitment certifications highly preferred. Minimum of six (6) years of human resources experience, with a minimum of four (4) years progressively responsible talent acquisition experience, well networked and connected. Minimum of two (2) years leadership experience in a talent acquisition environment either with an organization or within a placement agency/firm. Requires knowledge of talent acquisition programs and philosophies. Must have a strong understanding of employment law, hiring practices. Knowledgeable in recruitment best practices, diversity and social networking. Advanced skills in applicant tracking systems and high proficiency in Microsoft office. Excellent verbal and writing skills. Strong coaching, mentoring and facilitation skills. Outstanding interpersonal skills to build and enhance internal and external relationships. Ability to demonstrate discretion, good judgment, tactfulness, and diplomacy. Ability to work in fast paced environment and effectively manage time. Holds self and others accountable for achieving agreed upon results. Extremely high attention to detail, excellent planning, organizing and follow through abilities. Strong customer focus and ability to effectively build relationships and establish trust, respect, competence and confidence.
