BlueWater Federal Solutions is Hiring a Project Manager Near Washington, DC

Job Description
Overview

BlueWater Federal is looking for Project Manager to support The U.S. Department of Transportation's (DOT) Office of the Chief Information Officer (OCIO).

This program will provide on-site support for the daily operations and maintenance of the DOT web platform on the Office of the Secretary of Transportation's Drupal Content Management System (CMS). Tasks also include the integration and development of new content and/or websites within the CMS and migration to Drupal 8 and/or possible adoption of a new CMS.

Responsibilities
  • Serve as the PM, Scrum Master, and Governance Lead for all staff, providing management, direction, administration, leadership, and quality assurance for the program.
  • Ensure tasks are executed successfully and with quality (using CMMI and other QA best practices) by the team on a consistent basis.
  • Establish appropriate communication channels between the various project stakeholders, provide routine status reports, and conducts meetings with DOT and Business Owners to keep them updated on all project activities and any risks/issues.
  • Anticipate stakeholder needs and works with Product Owners to successfully manage changes in project scope, schedule, budget, and personnel.
  • In managing the Scrum team, the PM / Scrum Master diligently applies Scrum principles, practices, and theory to Agile System Development and OM&E activities, as well as directing the creation of system test plans, test scripts, and test reports associated with all system development, enhancements, upgrades and activities. This includes effective collaboration among the Product Owner and the team for release & sprint planning, user stories, backlog grooming, user testing, and retrospectives. Captures, monitors, and reviews team velocity for Scrum teams to drive continuous improvements and high quality performance.
Qualifications
  • Bachelor's Degree in a related field. Additional experience may substitute. Master's Degree preferred.
  • Must have an active Public Trust clearance
  • 10 years of project management experience for IT/engineering/software programs
  • Experience staffing a team that is scalable to accommodate varying levels of effort over time.
  • Experience in the development of the program management plans including analysis of functional and performance requirements, project schedules, risk management activities and various associated tasks.
  • Project Management Professional (PMP) certification preferred
