Overview

BDR is seeking a highly motivated, passionate, and organized Senior Program Manager with 8 years of experience in program and project management to support work within the Department of Veterans Affairs (VA) by managing a team of analysts who operate a large data program, encompassing multiple projects, with a large lifecycle budget, and organizational complexity.

Responsibilities

• Lead and manage a team to include task management, oversee milestones and individual performance, and completion of deliverables. Host project meetings when applicable with Federal staff and team.
• Capable of planning, coordinating, and directing the activities of administrative, program, and technical personnel such as identifying gaps and solutions in project deliverables and project activities, and reviewing, coordinating, and developing tasks for the project group
• Expertise with data management principles, best practices, and operations
• Experience providing training and technical assistance, preferably regarding data management via in-person and virtual methods (webinars, etc.), coaching, consultation, and training and testing of plans. Experience in preparing and/or facilitating large-scale training, analytical briefs, and facilitating data governance work groups.
• Knowledge and experience with VA data management policies, and standards.
• Strong analytical, problem-solving, and communication skills are required, including a thorough understanding of how to interpret customer business needs and translate them into tangible documents and/or deliverables.
• Excellent organizational skills and the ability to balance multiple simultaneous projects in addition to time-sensitive ad-hoc requests.
• Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, of executives, managers, developers, architects and subject matter experts.
• Proven thorough abilities and success working in a fast-paced environment with expectations to own and create a workstream, serving as a client advisor to help provide clarity and direction in ambiguous situations.

Required Minimum Qualifications

• Bachelor’s degree in Data Science/Analytics, Statistics, Mathematics, Operations Research, Computer Science, Information Systems, Engineering, Economics, or other related disciplines (8 years of additional relevant experience may be substituted for education).
• Public Trust clearance or the ability to get one.
• 8 years of proven Project Management experience supporting Federal Government agencies.
• Excellent written and oral communication skills.

Desired Skills and Qualifications

• PMP Certification.
• Department of Veterans Affairs (VA) experience.
• Data Management International (DAMA) Data Management Body of Knowledge (DMBoK) experience.
• Knowledge of and expertise with data management and data governance principles.
• Experience in training and technical assistance programs.
• Certified Data Management Professional (CDMP).
