BBNCALLJOBSROLLUP is Hiring a Program Support Specialist Near Washington, DC

SpecPro Management Services, LLC is seeking a Program Support Specialist The Europe & Eurasia Bureau requires a full time individual to oversee the execution of close out procedures for 8 Enterprise Funds and 1 Enterprise Foundation. Enterprise Fund and Foundation Grants are unique within the Agency. They do not follow standard FAR/AIDAR guidelines but the institutions are subject to 501c laws and regulations and charitable institution best practices. Close out procedures therefore have thus been specifically developed for these grants consistent with the above described laws and best practices. The individual, hereafter referred to as a Program Support Specialist (PSS), will have overall responsibility for implementing the close out procedures as defined in Tab A. The PSS will be under the supervision of the Sr. Private Enterprise Advisor of the Europe & Eurasia Bureau (E&E) and will be supported by the staff of the E&E Economic Growth Office (EG). Direct responsibility for oversight of individual Enterprise Funds and Foundations is distributed among the staff of the EG Office, and such individual staff members will be knowledgeable of the structure, activities and history of individual Funds & Foundations. The PSS will refer to the appropriate staff for assistance in locating relevant files, identifying relevant fund and foundation officials, explaining the oversight process and resulting documentation, and interpreting grant documentation and financial statements. The PSS must be familiar with USAID grant procedures. S/he should be able to read and interpret financial documentation including Form 990s, Financial Statements and Bank Statements. The PSS should have at least a general understanding of the requirements of 501(c) nonprofit organizations and related federal regulations. S/he must be able to draft reports and official documents. The PSS should have a collaborative work style and good communication skills. The specific tasks required of the PSS are outlined in the attached Closeout Procedures. The incumbent will initially, in consultation with his/her supervisor, choose one foundation and proceed through through the steps outlined in the referenced Closeout Procedures until completion - the draft of a Closeout Memo. Upon successful completion of this closeout, the incumbent will then choose, again in conjunction with his/her supervisor, an additional one or more foundations to to review per the Closeout Procedures. Once the first closeout is completed it is assumed the incumbent will be familiar enough with the process to proceed with closeout of the remaining foundations with little supervision. The incumbent may, in the interest of efficiency, determine that working on several foundations simultaneously is desirable. The PSS must have a minimum Secret security clearance. The PSS will not be handling classified material but must be cleared to Secret level as the work is being done in restricted space. The position does not entail travel. The position requires only native English skills. All documentation will be in English. The position will be for 6 months with an option for an additional 6 months. Procedures for Closeout of Enterprise Fund Grants in the E&E Bureau In the case of grant awards to Enterprise Funds in the Europe and Eurasia region, a grant is considered to have expired and be eligible for closeout when: Ø The winding up and liquidation process has been completed by the Enterprise Fund grantee in accordance with the terms and conditions of the grant agreement. Ø The Enterprise Fund grantee has complied with all applicable terms and conditions of the grant agreement. When an Enterprise Fund grant is determined to be eligible for closeout according to the criteria specified above, the Agreement Officer must document that all necessary actions related to closing out the grant have been fulfilled. Such actions are the following: Step 1. Award Documentation is Verified. The Project Support Specialist (PSS) reviews the files to ensure that the award documentation is complete. This includes: Ø A copy of the grant agreement and all of its amendments; and Ø A copy of official correspondence between the representatives of the agreement office and the grantee on matters deemed to be important or otherwise relevant to the grant. If any award documentation deemed to be necessary is not able to be obtained or is otherwise missing, the TOR will document the grant file accordingly. Step 2. Verify Compliance with Terms and Conditions of the Grant. The PSS will verify that the grantee has fully complied with all applicable terms and conditions of the grant agreement, including any subsequent modifications. This compliance includes the receipt of all required reports, including annual reports, reports prepared for USAID in relation to the semi-annual reviews and other requirements listed in the grant agreement. If any reports or other documentation required by the terms of the grant agreement are missing and the PSS is unable to locate them, the PSS will document the grant file accordingly. Step 3. Verify Receipt of Financial Reporting. The PSS will verify that the required audited financial statements for the Enterprise Fund have been received for each year of the Fund's operation. If any required audited financial statements are missing and the PSS is unable to locate such financial statements, the PSS will document the file accordingly. Step 4. Verify Liquidation of the Fund. If it is determined to be necessary to ensure that the termination and liquidation process of the Enterprise Fund grantee has in fact been completed, the PSS will verify that there is documentation indicating that the Enterprise Fund has been dissolved under applicable state law and shall include such documentation in the grant file. Step 5. Final Reconciliation. The PSS will perform the final reconciliation. From a review of the award documents and the audited financial statements the PSS will verify the total funding obligated to the Fund. In addition, the PSS will review the Fund's liquidation plan and relevant financial documentation related to the Fund's "legacy foundation" (if any) and/or other dispositions of the Funds liquidation proceeds and verify the total amount of liquidation proceeds transferred from the Fund to, and or otherwise provided for, such "legacy foundation" and/or such other dispositions of its liquidation proceeds. Step 6. Prepare Close-Out Memo. Based on the actions described in Steps 1-5 above, the PSS will prepare the Award Completion Statement in the form of an action memorandum from the Technical Support Office (TSO) Economic Growth Division Chief to the TSO Director pursuant to such Director's authorities as the Agreement Officer for the E&E Enterprise Funds. Once approved by the TSO Director, this action memorandum is placed in the grant file. Note that if any documentation required as per Steps 1- 5 above is missing and is unable to be located after reasonable efforts have been made to obtain it, the PSS will document the file accordingly, and the grant may be closed out if all other close-out requirements are determined by the cognizant Agreement Officer to have been met for the grant.
