Bay View Nursing & Rehabilitation Center is Hiring a Human Resources Director Near Red Wing, MN

Bay View Nursing & Rehabilitation Center, Red Wing's skilled nursing facility, is looking for an energetic, regulatory minded Human Resources Director!

Duties and Responsibilities

1.Responsible for labor relations provides advice, support and counsel on personnel issues.

2.Develops and administers an effective recruitment program. Meets regularly with mangers to generate ideas and discuss need. Stays continually aware and provides updates of vacancies and status of candidates.

3. Coordinates recruitment efforts with hiring managers, coordinates interview, accepts resumes and applications, interviews and assists with the final decision process. Monitor hiring process as per facility policy. 

4. Assists in the preparation of union negations. Coordinates grievances. Strives to maintain a professional and respectful relationship with the union and its in-house stewards. (Union locations only)

5.Stays current on recent federal, state and case law changes and monitors labor law updates and newsletters for changes and trends that affect HR.

6.Proposes updates and administers personnel policies, forms and documents including job descriptions. Educates staff on changes. Monitors policies for compliance.

7.Prepares, recommends and maintains records and procedures for controlling personnel transactions and reporting personnel data. Maintains personnel files in accordance with required regulations, laws and HR standard practice guidelines.

8.Designs personnel forms and directs the maintenance of personnel records by all departments.

9.Develops polices and procedures for the Corrective action process. Educates supervisors and manages on the process. Available to assist supervisors as needed. 

10.Works with staff to address concerns or complaints. Offers “mediation” services when necessary. Works to promote the preservation of management rights, while seeking a solution that will best work for all concerned.

11.Directs payroll processing. Ensures compliance with wage regulations. Keeps payroll errors to a minimum. Uses payroll data for trending analysis to assist in financial decision making. Process payroll if needed.

12.Oversees and responds to unemployment claims.

13.Directs benefits administration, enrollment and open enrollment meetings.

14.Confers with management regarding benefits costs, makes recommendation as to employer/employee cost sharing, performs open enrollment and benefits meetings and processes applications.

15.Conducts research, assimilates data related to HR programs and trends. Uses information to create HR programs such as wage/salary scale.

16.Oversees the performance review process and timely completion as per facility policy. Educates supervisory staff review skills.

17.Finalizes year-end reconciliation audits and reports.

18.Finalizes all HR internal audits and approves necessary adjustments.

25.Dictates and/or creates all necessary correspondence

Supervisory Responsibilities:

Directly supervises employees and carries out supervisory responsibilities in accordance with facility policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications:

Bachelor’s degree in Human Resources or equivalent of three to ten years related experience and/or training, or equivalent combination of education and experience.

Experience in the administration of benefits and compensation programs and other Human Resources programs.

General knowledge of employment laws and practices. 

Must have the ability to make recommendation to effectively resolve problems or issues, by using judgment that is in consistent with standards, practices, policies, procedures, regulation or government law.

An ability and willingness to work in cooperation with other employees to promote a friendly, caring and courteous atmosphere for residents, families and staff.

Ability to assist in, initiate and adapt new programs.
Ability to maintain confidentiality of matters pertaining to staff and resident information.

Good computer skills in a Microsoft Windows environment. Demonstrated skills in database management and record keeping.

Effective oral and written communication.

Ability to objectively coach employees and management through complex, difficult, and emotional issues. Evidence of the practice of a high level of confidentiality.

Excellent organizational skills.

Physical Requirements:

While performing the duties of this job, the person is required to have ordinary ambulatory skills sufficient to move about the facility; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (life, carry, move) light weights of 10-20 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read application information. The associate frequently is required to sit, reach with hands and arms, talk and hear.
