BALTIMORE COUNTY is Hiring a Human Resources Analyst I - Recruitment and Talent Acquisition Near Towson, MD

Pay Schedule VI, Grade 26, Regular Schedule: 35 hours per week
A vacancy exists in the Recruitment and Talent Acquisition Division, Office of Human Resources.
 
A list of eligible applicants will be established based on the examination as outlined below.
Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.
All interested transfer and promotional candidates must apply at this time.

Proof of licenses, certifications, and/or education must be submitted with each application.Under close supervision, performs routine professional human resources administration work.
  • Reviews employment applications and recommends acceptance or rejection based on established minimum qualifications for positions. 
  • Prepares job postings for assigned agencies.
  • Posts vacancies on applicable job boards and websites.
  • Participates in the development of ratings for training and experience evaluations.
  • Prepares final eligible lists. 
  • Refers top candidates to hiring agencies for interview.
  • Reviews and approves Interview Summary form (ISF) comments for job relatedness.
  • Attends job fairs and other recruitment events. 
  • Administers employment examinations.
  • Provides information to applicants regarding job opportunities and application procedures.
  • Assists in interpreting applicable personnel law, rules and regulations, policies and procedures, and memoranda of understanding. 
  • Prepares draft correspondence and reports.
  • Participates in special projects as assigned.
Examples of Other Duties
May coordinate the activities of clerical or support personnel. May represent the department at meetings or on committees. Performs other related duties as required.

Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, education, or psychology. (Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
Knowledge, Skills, and Abilities (Entry Level)
Basic knowledge of the principles of public personnel administration. Basic knowledge of statistical concepts and procedures used in human resources administration and research.
Skill in utilizing computer systems and software such as Microsoft Office.
 
Ability to collect, evaluate, and analyze information for personnel related studies. Ability to understand and apply Baltimore County personnel law, rules and regulations, policies and procedures, and memoranda of understanding. Ability to communicate effectively in both oral and written form. Ability to establish and maintain effective working relationships with others. Ability to handle confidential material with discretion.
Knowledge, Skills, and Abilities (Full Performance)
Knowledge of County human resources law, rules, regulations, policies, procedures, and memoranda of understanding pertaining to the performance of duties. Knowledge of applicable Federal and State laws, guidelines and requirements. Basic knowledge of the organization and functions of County agencies.
Proficiency in using applicant tracking systems. Proficiency with Microsoft Office Suite. 
 
Skill in collecting, evaluating, and analyzing information related to human resources administration. Skill in group instruction and facilitation. Skill in applying all applicable laws, regulations, policies, procedures, etc. to assigned duties.
 
Ability to perform duties of increasing complexity, difficulty, or responsibility.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Physical and Environmental Conditions
The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites.
Medical Examination and Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
