Baltimore County is Hiring a Chief of Police Near Towson, MD

SALARY: Commensurate with experience

Police Department Background: The Baltimore County Police Department (BCoPD) is the nation's 18th largest police department. With more than 1,900 sworn offices, BCoPD serves a demographically and geographically diverse area. Baltimore County comprises 612 square miles, including urban, suburban and rural areas.
The Police Department is divided into three bureaus each commanded by a Colonel: Operations Bureau, Administrative and Technical Services Bureau, and Community Resources Bureau. Each of these bureaus is subdivided into divisions that have individual responsibilities to achieve the Police Department's mission. BCoPD includes 10 patrol precincts. BCoPD's annual budget appropriate is $224 million.
Mission: BCoPD's mission is enforcement of the laws and ordinances of Maryland and Baltimore County; the protection of life and property; the prevention and detection of crime; preservation of the peace; and protection of the rights of all citizens.
 
About Baltimore County
Baltimore County is situated in the geographic center of Maryland, surrounding Baltimore City. Baltimore City and Baltimore County are separate political subdivisions. Baltimore County is the third-most populous county in Maryland, with a population of nearly 850,000.

The County is the third-largest land area of any political subdivision in the state of Maryland, with 612 square miles and an additional 28 square miles of water. Over the past few decades, the predominant land use in the County has changed from rural to an urban and rural mix. Baltimore County is comprised of 29 unincorporated communities.

Core Responsibilities
Under the direction of the County Executive and Deputy County Administrative Officer for Public Safety:
  • Serves as chief executive of the department and directs all matters of strategy, policy, operations, and discipline.
  • Devotes full time to the duties of the office.
  • Leads the development of a strategic plan, goals, and objectives for the department.
  • Formulates crime prevention and law enforcement strategies for the county; continually adjusting to stay ahead of emerging trends.
  • Evaluates and appropriately implements evidence-based policing and crime prevention strategies in the County.
  • Manages the $224 million police department budget, ensuring strong expenditure controls and financial management policies are in place.
  • Instills a community policing mindset throughout the department, and works to build relationships of trust and mutual respect with the community.
  • Fosters effective communication and positive relationships with the County Executive, Senior Staff, County Council, and other officials regarding police department matters.
  • Attends frequent public meetings with community members and elected officials.
  • Works to implement reforms within the department, specifically geared towards transparency, accountability, and enhancing trust with the community.
  • Ensures a fair and effective system of discipline and strong accountability mechanisms throughout the department.
  • Understands and remains aware of changes to legislation at the federal, state, and/or local level that may impact the department, and implements or modifies policies or practices to ensure compliance with legislative requirements.
  • Builds a department that embraces inclusiveness and diversity in the workplace.
  • Coordinates with other local, state, and federal law enforcement agencies on crime prevention and enforcement initiatives.
  • Aligns with the County State's Attorney's Office and Federal prosecutors to ensure positive outcomes and fairness and justice within the criminal justice system.
  • Assesses and improves existing systems, processes, and policies within the department.
  • Graduation from an accredited college or university with a bachelor's degree.
  • A minimum of ten years of progressively responsible law enforcement experience; no less than five of which shall have been in a supervisory capacity.
Preferred Qualifications and Experience
  • Master's degree in criminal justice, police administration, business administration, or related field.
  • Additional specialized education, such as the FBI National Academy is desired. 
  • An equivalent combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the job will be considered.
Residence in Baltimore County during tenure of office.

New employees are strongly encouraged to get COVID-19 vaccination. 

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions.

Medical Examination and Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
