REPORTS TO: Director of New Construction, Program Management SUPERVISES: Program Coordinators AUTHORITIES / RESPONSIBILITIES: Principal (single point of) contact with the customer for all issues. Manage customer relationship Reporting to customer in terms of the contract Manage any Prime or Sub relationships that exist Bid and Proposal efforts POC for BD for preparation of all assigned proposals Ensure all bids and proposals are accurate, compliant, competitive, and executable Contractual Compliance Manage contract administration, specifications, drawings, and regulatory requirements. Resource Management Manage program resources to ensure that all team members are fully utilized at all times Develop and maintain program resource forecast demands Risk Management Identify and mitigate program specific risks and identify and maximize program opportunities Estimating Review estimates for accuracy Provide direction and support labor estimates, material estimates, and make/buy reviews, etc. Contract change management / control Coordinate with change management team to execute changes in support of program requirements Procurement of materials and equipment. Manage order placement, on-time delivery and performance from suppliers, quality assurance from suppliers Identify and resolve material and equipment issues. Classification and inspection authority relationship Oversee design to ensure compliance with specification and regulatory requirements. QUALIFICATIONS / KNOWLEDGE / EXPERIENCE: 4-year degree (relating to engineering technologies preferred) 10 years of related experience and training Proven record of military and commercial marine program management A sound knowledge of the marine construction industry Proven ability to set tasks for self and others Ability to listen to staff and customers and act appropriately Excellent communication skills Ability to read, analyze, and interpret contracts, contract specifications, and major equipment specifications. Ability to check own work TOOLS: None DIRECTION EXERCISED: Full discretionary authority to assign work DISCRETION EXERCISED: Full discretionary authority to correct and discipline, recommend pay increase, transfers, promotions, discharges, and process grievances.
