Aleknagik Technology, LLC is seeking a Telecommunications Specialist Duties: Provides telephone service and provides efficient, effective, and excellent customer service to all departments within the Naval Hospital enterprise in accordance with Naval Hospital Instruction 6320.7G (or current version). A copy of the instruction will be provided upon contract award. Demonstrates familiarity with existing systems and prepare for traffic load, facility and procedural modification required to implement changes. Determines viability of adaptation of existing equipment and infrastructure to technological advancements and apply new equipment to multiple organizational units which utilizes a variety of systems. Assists with the development of reports for equipment upgrades and acquisition based on efficiency, cost and customer needs. Monitors performance characteristics of hardware and software associated with modifying or installing a telephone or communications network. Analyzes test plans and results advising on the efficiency and effectiveness of the new hardware/software and the ability to meet predetermined requirements. Assists with providing recommendations for communications requirements and submits them to the COR. Maintains site equipment efficiency and operating condition to include the identification of malfunctioning devices and the troubleshooting and repair of assigned telecommunication equipment in a timely manner (3 - 5 days). Develops and maintains a complete inventory of all equipment and services provided. Conducts both formal and informal training on the function and operation of the telephone system and network operations as necessary. Completes the programming of translations to all assigned telephone switch (Key, Hybrid or Private Branch Exchange (PBX), Avaya call systems) systems as assigned. Maintains information, on maintenance contracts on all phone systems throughout the NHJ enterprise. Assists with the identification of technical specifications and provides specifications to COR for procurement of assets. Provides technical assistance with installation and monitoring of equipment and coordinates assistance as required with necessary stakeholders. Coordinates with cognizant activity providing telephone service on telecommunications matters relating to the military construction projects. Initiates actions to the activity providing telephone service ensuring telecommunication facilities and services provided by the occupancy date of new or renovated facilities. Reviews, tracks, and validates, annually, all leased Government-owned services and equipment at NHJ. Provides technical advice and guidance to departments within the Naval Hospital, on interpretation and application of policies, standards and procedures for evaluating current and future communication requirements. Monitors, and implements all software system functions and features associated with the Naval Hospital Switch(s). Ensures compliance with CNREINST 2300.1 Enterprise Land Mobile Radio Management instruction to include the coordination of maintenance and inventory control for assigned radio assets. This includes assisting with the reporting of lost/missing/stolen/suspected stolen equipment and the completion and filing of necessary reports as well as providing radio subscriber training and functional familiarization with assigned equipment. Completes routine service requests within five (5) days. Ensures that issues requiring NCTS/Avaya coordination and remediation are submitted immediately to and coordinated with the Telecommunications Division chain of command. Completes urgent requests/tickets, such as but not limited to service interruption, same day. Qualifications: Knowledge of the telephone communications equipment capabilities, limitations and traffic analysis techniques to analyze system requirements, study traffic loads, and recognize deficiencies in facilities and equipment Knowledge of existing telephone switches and other telephone communications and comparable systems in use. Knowledge of pertinent technological advancements to facilitate the planning and evaluating of alternative configurations and systems. Knowledge of analysis and design techniques to ensure an adequate and reliable telecommunications network. Knowledge of procedures and actions required to perform installation, expansion consolidation, configuration, management, and equipment maintenance to develop plans, formulate solutions, and solve problems associated with all assigned telephone network systems. Knowledge of the latest developments in telecommunication test and diagnostic equipment and uses to isolate and resolve problems. Knowledge of telephone communications concepts, principles, practices, procedures and techniques. Knowledge of United States Navy telephone regulations and guidelines, including frequency and utilization requirements. Knowledge and experience working with and troubleshooting Avaya phone systems. Avaya Certified Support Specialist certification required. US Citizen, able to pass government background investigation
