Position Summary:

Tyto is searching for a Deputy Program Manager to help lead a complex, multi-year contract to provide streamlined delivery of IT solutions to the warfighter at shore installations in USEUCOM’s Area of Responsibility (AOR). The scope of this program covers the full spectrum of activities required for the delivery and support of USEUCOM C4ISR, IT, and Electronic Security Systems (ESS) systems. The Deputy Program Manager is responsible for the execution and delivery of all contract products and services including engineering, design, procurement, fabrication, configuration, integration, installation, logistics, maintenance, and life cycle support solutions. Technical areas of the contract include Inside/Outside Plant (ISP/OSP) Infrastructure, Active Infrastructure (AI), Desktop Automated Information Systems (AIS), Audio-Visual (AV), Command Centers and Other Smart Facilities, Space Planning, Data Centers, Cloud Computing, Knowledge Management (KM), Command/Control (C2), Unified Communications (UC), Intrusion Detection Systems (IDS), Access Control Systems (ACS), Video Surveillance Systems (VSS) / Closed Circuit Television (CCTV), Physical Security Information Management Systems (PSIMS), and/or Mass Notification Systems (MNS) and Public Address (PA) Systems.

Responsibilities:

  • Provide program team leadership and is responsible for ensuring successful management of the program
  • Responsible for staffing activities including OCONUS hiring, TESA applications, onboarding, training and certifications, deployments, and travel of personnel
  • Provide program direction during all phases of the program to accomplish cost and schedule objectives
  • Apply Project Management Body of Knowledge (PMBOK) methodology to ensure multiple, simultaneous projects at disparate locations are completed on time and within budget
  • Prepare detailed project schedules and an Integrated Master Schedule (IMS) to track and drive the successful delivery of services
  • Incorporate a quality management system (QMS) to track performance across the program – conduct periodic audits to ensure compliance with contract Acceptable Quality Levels (AQL)s
  • Coordinate with the customer to ensure all program objectives and expectations are aligned and executable
  • Work to resolve conflicts among the team, including the customer; align expectations, and assist in developing both short and long-term plans to lead the program to its successful conclusion
  • Ensure program team understands and has appropriate resources to meet and verify all contractual requirements (cost, technical, schedule) to include performance, quality, regulatory compliance, etc.
  • Develop the program plan with the team and conduct regular program reviews to report and track performance to the plan
  • Achieve operational objectives by preparing and completing action plans, implementing standards, resolving problems, managing risks, completing audits, identifying system improvements, and implementing change
  • Coordinate meetings, develop agendas, prepare budget, and develop reports, briefs, and analysis for Corporate and Government stakeholders
  • Translate understanding of customer mission and objectives into program goals
  • Utilize available information, metrics, and evaluations to develop recommendations for change

Qualifications:

Education:

  • BS degree in Electrical/ Electronic/ Computer Engineering, Physics, Computer Science, Mathematics, Management Information Systems, OR
  • Master’s degree in Business Administration and the individual must have completed 50% of core curriculum towards a BS Degree in one of the majors cited above; OR
  • Candidate is a graduate of the Defense Systems Management College (DSMC) with a Master’s degree in a non-engineering discipline and is DAWIA Level III Program Management certified

Desired:

  • Project Management Institute (PMI) Project Management Professional (PMP) certification or
  • Project Management Institute (PMI) Program Management Professional (PgMP) certification

 Experience:

Fifteen (15) years of technical experience managing Communications, Cryptographic and related C4ISR systems. The fifteen years’ experience must include working in a management position for a minimum of three (3) years supervising, directing, reviewing, and coordinating work performed by other supervisory contractor staff while maintaining effective liaison with Government technical and contracting personnel and maintaining knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.

  • Professional attitude with the ability to interact with executives and customers at all levels
  • Skilled in the use of Microsoft Project to create and modify large complex project schedules including management of critical path and resource loading

Technical Expert Status Accreditation (TESA)

  • Candidates MUST be eligible for TESA award through the Defense Overseas Contractor Personnel (DOCPER) office.

Security Clearance Required:

  • Active DoD Secret clearance with Top Secret eligibility

Travel Required:

  • Yes, up to 20% of the time

Potential for Telework:

  • Yes, up to 20% of the time
