Responsibilities include, but are not limited to:

• Provide the full lifecycle of proposal management services from shredding the Government requirements through successful delivery of a winning proposal
• Lead proposal efforts including research, analysis, preparation, writing, and submission of proposals for Government projects
• Drive the proposal process / meet proposal milestones
• Create and manage the proposal schedule, compliance matrix, and outline
• Establish the proposal format and storyboard
• Facilitate sessions with Solution Architects, Capture Managers, and account leaders to develop the proposal response (win themes through content)
• Create technical and management content
• Collaborate with capture or business development personnel to develop and generate strategies, themes and discriminators for responses
• Coordinate, and actively participate in, proposal reviews, recovery sessions, and final production
• Ensure the effective application of iterative storyboarding techniques for the development of proposal sections
• Ensure agreed upon elements and themes are incorporated into a clear, cohesive and persuasive format
• Ensure final proposal submissions are compliant with applicable Government instructions and ACS proposal best practices
• Mature ACS Proposal Management best practices, processes, and templates
• Review, prepare, and draft responses to Market Research such as Requests For Information (RFIs) or Sources Sought (SS) to influence acquisitions
• Provide guidance to less experienced personnel, specifically aligned to proposal processes and producing winning proposals
• Provide expert level editing and desktop publishing in Microsoft Word to business development and marketing products
• Use project management expertise to lead the proposal to successful conclusion; expand these skills to deliver high quality products on time and within budget

Required Qualifications:

• Understands the role of a Proposal Manager within the Government acquisition process and recognizes how this role contributes to the business
• Strong organizational and coordination skills, with the ability to develop and maintain high-level schedules with numerous dependencies outside of your influence or control
• Experience in proposal coordination and creation of proposal management collateral such as storyboards, compliance matrix, schedules, or artifacts
• Demonstrated performance in managing tasks and resources in an uncertain, dynamic and fluid operational environment
• Excellent communication skills with ability to elicit output from technical staff and negotiate with executives internally and externally
• Demonstrated capability to write clear, logical, and persuasive documents in a variety of technical and non-technical documents
• Quick grasp of process and the ability to document, and identify opportunities for continuous improvement
• Experience working in a fast-paced, team environment and adaptable to changing priorities
• Experience in cross-functional team task management
• Experience working in Government contractor industry proposal operations with tangible examples of leadership exposure and outcomes
• High level of written and spoken English required
• Expert-level skills in MS Word, PowerPoint, and Excel
• Technical proficiency in managing standard business technology such as file storage, print, and web interfaces in a remote environment or setting
• Experience working in a primarily remote position
• Experience in Project Management and leading teams or non-direct report individuals to provide high quality products

Desired Qualifications:

• Proposal Management experience working with Intelligence Community or Defense Agency acquisitions
• Proposal Management experience within the Information Technology industry
• Understanding of infographics and demonstrated ability to visualize complex concepts with the assistance of graphics professionals.
• Proposal Management certification
