Description

DEFINITION

The Human Resource Manager is responsible for leading and directing the routine functions of the human resources program at Ashland Foundry & Machine Works LLC. The incumbent manages recruitment and retention programs, orientation, pay, benefits, and leave administration, and compliance with company policies and procedures and the Collective Bargaining Agreement. This position also manages the overall safety program by influencing safety behavior and attitudes and holds leadership accountable to safe practices. 

SUPERVISION RECEIVED

This position reports directly to the Executive Vice President – Operations

SUPERVISION EXERCISED

This position supervises the Payroll Administrator and may indirectly supervise HR support at other locations outside of the Ashland facility.

ESSENTIAL FUNCTIONS OF THE POSITION

NOTE: An employee assigned to this title shall perform a majority, but may not perform all, of the duties listed in this job description. Conversely, minor level duties performed on the job may not be listed.

Partners with the leadership team to understand and execute the organizations human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

  • Provides support and guidance senior management and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
  • Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.
  • Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
  • Creates learning and development programs and initiatives that provide internal development opportunities for employees.
  • Oversees employee disciplinary meetings, terminations, and investigations.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Interacts with organizational leadership, employees, vendors, and affected individuals both within and outside of the organization on a regular basis to assist with the completion of general informational requests or direction to appropriate staff in order to provide the highest-level customer service. 
  • Administers Collective Bargaining Agreement, processes grievances, and acts as third step meeting officer. 
  • Strong ability to perform well and be unfailingly diplomatic in a high pressure and complex environment.
  • Excellent problem-solving skills with the ability to envision and deliver innovative solutions.
  • High energy level, ability to multitask, establish priorities, work independently.
  • Ability to establish credibility and be decisive.
  • Other job duties as necessary. Performs related work as may be required.

Requirements

KNOWLEDGE, SKILLS, AND ABILITIES

  • Thorough knowledge of state and federal labor laws and regulations, as well as the ability to learn specific rules and regulations governing human resources.
  • Knowledge of safe work practices and leading safety initiatives and required compliance with laws and regulations. 
  • Knowledge of unionized work environment and managing labor relations and Collective Bargaining Agreements.
  • Knowledge of computers and computer software, with ability to apply this aptitude in word processing, Excel spreadsheet development, and Word document merges.
  • Thorough knowledge of proper records management, retention of records and cataloguing of files.
  • Ability to maintain confidential and sensitive information. 
  • Ability to prepare and analyze comprehensive reports, carry out assignments, and administer existing and proposed programs.
  • Ability to communicate effectively verbally and proficiently in writing with various employees, managers, labor unions and the general public.
  • Ability to establish and maintain effective working relationships with employees, supervisors and managers, other agencies, and the public.
  • Ability to handle stressful situations. 
  • Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language may also be considered as acceptable forms of communication.

EDUCATION & EXPERIENCE

1. Bachelor’s Degree in Human Resources, Organizational Development, or related field required; and, 

2. A minimum of five (5) years’ experience human resources management preferred; and, 

3. SHRM-CP or PHR preferred; or, 

4. Equivalent combination of education and experience.

TOOLS AND EQUIPMENT

Telephone, personal computer (including HRIS, word processing, spreadsheet and other specialized software), calculator, fax machine, scanner, printer, and copy machine.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to walk, sit, talk, or hear. The employee is occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell.

The employee must occasionally lift and/or move up to twenty-five (25) pounds. 

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT

While performing the duties of this job, the employee may occasionally enter the plant environment and be exposed to moving mechanical parts.

The noise level in the work environment is usually quiet but can be moderate or loud when entering the plant. 

The temperature in the work environment is usually regulated; however, if in the plant, the temperature may be cold in the winter and hot in the summer. 

Employees are required to wear proper steel toe shoes, safety glasses and proper hearing protection while working in certain areas.
