JOB DESCRIPTION
JOB TITLE: Information Technology Director
DEPARTMENT: Operations
REPORTS TO: Chief Operations Officer (COO)
With matrix reporting to project Directors identified by the COO
FLSA (TBD by HR): Exempt
JOB PURPOSE: The IT Director is responsible for all aspects of information technology management
and control, including supervision of information technology staff, budget preparation and management, recommendations for technical acquisitions, development of information technology guidelines, standards and procedures, network infrastructure management and IT security and risk management.
MAJOR RESPONSIBILITIES (Essential functions):
Result #1: The IT staff is effectively managed to achieve department objectives by:
• Adhering to Jordan Health policies and procedures
• Interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
• Demonstrating and modeling professional personal attributes (respect and dignity, valuing differences, etc.)
Result #2: All Jordan Health IT systems are secured at all times by:
• Implementing IT system security to ensure safety of data and IT systems
• Maintaining security and privacy of the information systems, communication lines, and equipment
• Educating Jordan Health staff regarding security policies, practices and procedures
• Serving as HIPAA Security Officer, performing the responsibilities as described in state and federal regulations governing the security of information systems that contain personal health or financial data.
Result #3: The integrity and continual operation of the Jordan Health network, including the inter- and intra-building wiring plant and wireless networks, are maintained by:
• Managing support to Jordan Health staff including resolution of networking, hardware, and software problems
• Managing for system backups and maintenance of Jordan Health servers, desk tops, laptops and telecommunications equipment
• Developing, reviewing, and certifying all back-up and disaster recovery procedures and plans
• Managing the research, procurement, installation, and configuration of hardware, including peripherals, and software applications
• Serving as Jordan Health's primary contact with outside vendors in the generation of RFPs, bids, contracts, agreements, and other major vendor interactions for IT hardware, software and services
• Managing the maintenance of accurate and current inventories of hardware and software
• Managing the maintenance of documentation of all deployed hardware, software, configurations, licenses, and uses, including technical end user documentation
Results #4: All Jordan staff can competently use computer software and hardware by:
• Identifying, communicating and overseeing computer software and hardware learning opportunities for Jordan Health employees.
• Updating all staff on computer software and hardware changes
Results #5: Jordan Health management, and others as appropriate, is informed fully of IT-related issues including current trends related to Jordan's information technology systems and future needs by:
• Providing consultative services relating to hardware, software, and other technology-related issues and questions
• Serving on planning and policy-making committees
Results #6: The IT Department's financial plan is aligned with Jordan Health's financial strategy by:
• Supporting the development of the annual IT budget
• Effectively administering the IT budget
Results #7: The IT Security and Risk Management objectives and clearly defined, measured to meet industry standards and regulations by:
• Establishing and maintaining the enterprise vision, strategy, and cyber security program to ensure information assets and technologies are adequately protected.
• Managing the information security governance processes and chairing the Information Security Advisory Committee
• Identifying, Reporting and Controlling Security Incidents
• Monitoring Threats and Taking Preventive Measures

5. 6. The jobholder's work is reviewed by: The Information Technology Director reports to the Chief Operations Officer who is primarily responsible for reviewing the Information Technology Director's work. However, there may be instances in which the Information Technology Director will work in a matrix management structure. For example, the Information Technology Director may be assigned to support a special project and be required to report to that project
Director in connection with the project. The project Director will supervise the work of the Information Technology Director on the project and will collaborate with the Chief Operations Officer in the annual review of the Information Technology Director.
EDUCATION AND EXPERIENCE REQUIRED:
Bachelor's degree in computer science, computer engineering, electrical engineering or related field and at least five years information technology experience including supervision of technology systems (WAN, LAN, Applications, Hardware). An Associate's degree with at least seven years of progressive experience in the field may be substituted for a bachelor's degree at the discretion of the Chief Operations Officer
SPECIAL SKILLS KNOWLEDGE REQUIRED:
• Strong fundamental knowledge of computer science.
• Proven knowledge of PC hardware components, compatibility, and installation techniques.
• Experience with computer peripheral setup, configuration, and troubleshooting
• Proven knowledge of common network and authentication protocols/technologies such as TCP/IP, NAT, VPN, LDAP, Microsoft Active Directory, NAS, NFS, etc.
• Knowledge of both hardware and software firewall construction techniques, and experience with installing and testing network equipment and cabling.
• Familiarity with server operating systems sufficient to interpret and troubleshoot issues.
• Proven experience in installing, configuring, and updating application software.
• Advanced knowledge of backup policies, practices, and technologies.
• Skill with systems analysis sufficient to translate individual automation needs into microcomputer applications. Ability to create specifications based on user needs and interface with vendors on purchase and support.
• Experience with health information technology including support of electronic medical records systems
• Training or certification as a Chief Information Security Officer
This position requires compliance with Jordan Health's Compliance Program, compliance Code of Conduct, and its written policies, procedures and protocols (collectively, the "Written Standards"). Such compliance will be an essential element considered as part of regular performance evaluation of the Compliance Database Librarian.
