Amyx is seeking to hire a Accounting Support Specialist II (Senior) to support DHS/S&T in the Washington, DC area. The Accounting Support Specialist II shall have a minimum of 15 years’ direct experience in federal government and /or military accounting in lieu of a degree is acceptable.Mastery of, and skill in applying, the concepts, principles, practices, laws, and regulations of budgeting and financing. High degree of skill in analyzing and comparing budgets and programs actions to recommend the best use of funds. Comprehensive and detailed knowledge and understanding of governing budgetary policies, financial processes, budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives. Knowledge of analytical processes that is appropriate for conducting cost-benefit analysis, depreciation, pro- ration of revenues and costs, and identification of trends in the use of funds. Strong analytical and policy analysis background. Working experience in Accounting. Excellent communication, written, and organizational skills. Ability to multi-task and respond to quick turn-around requests. Superior skills with Microsoft Office programs (Access, Excel, Word, and PowerPoint).
Assist in developing, coordinating, and maintaining an integrated system of financial services including accounting, budgeting, and financial reporting. Provide assistance to the federal staff in their task of formulating, justifying, and monitoring the execution of long-range (5-year) budget plans to fund major programs and services. Assist with the collection of data to allow staff to develop detailed estimates and narrative justifications. Employ cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods. Provide functional expertise in integrated financial resource management, and cost management. Analyze budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives. Assist federal staff in formulating and developing the Agency’s annual expenditure plan(s); executing the Mid-Year review and end of year closeout. Support various types of integrated financial resource management, economic and cost analysis, including cost-benefit, business case development, and general cost effectiveness for CWMD/DNDO & CWMD/OHA. Track past, current, and future expenditures at varying levels (e.g., office, program, and performer) and perform budget analysis on results. Assist federal staff with the preparation of annual budget submissions through CWMD/DNDO & CWMD/OHA senior managers to DHS Headquarters and then to the Office of Management and Budget. Provide on-the-job training to staff on internal budget/financial/accounting procedures. Assist with accounting and financial activities such as: reconciliations (Federal/Non-Federal documents, Cash, Grants, SF 132/133), database entry and query, financial data analysis, researching abnormal balances, advances, Treasury Information Executive Repository (TIER) and accounting period closures. Assist in creating and analyzing month end CFO certification report. Assist in monitoring and executing funding documents to include IAAs, PRs and other procurement documents. As required, support CWMD/DNDO & CWMD/OHA leadership by assisting in the preparation of procurement packages, including for commercial contracts, IAAs, cooperative agreements and grants, and other required documentation for acquisitions or for the provision of funding assistance. Assist in performing equipment financial accounting to include receipt, transfer, depreciation and closeout of equipment assets.Assist with the creation and analysis of financial statements.
Supported Technologies: Oracle’s Federal Financials (version 12) and its Contract Lifecycle Management (CLM) module and Oracle Business Intelligence Analytics tool. In addition, each agency utilizes other financial software tools such as MarkView’s workflow management. The financial management system for CWMD/OHA’s entity is the Federal Financial Management System (FFMS).
Secret ClearanceBachelor’s degree, Masters’ preferred, in Accounting Minimum of 15 years of experience in Accounting. At least fifteen (15) years of direct experience in federal government and/or military accounting in lieu of a degree is acceptable.Superior skills with Microsoft Office programs (Access, Excel, Word, and Power-point)
