ABOUT THE DIVISION
The Division of Government Relations and Policy Analysis is responsible for representing the interests of AASCU and its members before the federal government, elected officials, stakeholders in and out of Washington, D.C., the media, and other sectors of the higher education community. The division directly gathers, analysis and disseminates information to inform policy positions and actions the organization pursues. The division includes AASCU's Grants Resource Center (GRC) and its membership base in support of respective offices of sponsored research and programs.

SUMMARY OF POSITION
The Program Manager is a GRC position charged with providing both management and leadership to ensure the provision of quality pre-award grants services and resources to member institutions. The Program Manager must work collaboratively with GRC staff, AASCU colleagues, and staff at member institutions.
DUTIES AND RESPONSIBILITIES
  • Serves as a resource to GRC member institutions (with guidance from Assistant Director) within a respective category as assigned, drawing upon knowledge of federal and private grant programs and policies, as well as knowledge of sponsored programs-related concerns.
    • Conducts research into program guidelines at the request of members to enable them to remain compliant with federal policies and procedures.
    • Communicates with federal and private funders on behalf of members.
    • Researches grant awardees and sends requests to share their funded proposals with GRC members and build capacity of the GRC Funded Proposal Library.
    • Assists with webinar overviews of GRC membership features to current and prospective members.
    • Assists with funding opportunity searches for member campuses to provide them with a list of potential funders.
  • Monitors and analyzes programs, trends, regulations, and legislation within select federal agencies, other agencies and foundations, and/or disciplinary areas.
  • Attends federal and foundation webinars on grant programs and guidelines to share vital information with members.
  • Serves as co-editor of at least one of GRC's publications as assigned (GrantWeek, Bulletin, Deadlines) and contributes to additional GRC and AASCU publications as needed.
  • Leads technical assistance visits/webinars on external funding at GRC campuses focused on proposal development and in-depth federal agency analyses, engagement with campus leadership to develop external funding strategies, and individual meetings with faculty to create and share lists of potential funders.
  • Markets and promotes GRC services at AASCU conferences and other conferences focused on sponsored research development.
  • Builds capacity of GRC GrantSearch by reviewing the GRC Bulletin and federal websites to update existing grant entries and create new ones.
  • Assists with conceptualizing, organizing, and conducting the annual GRC conference and webinars.
  • Assists with GRC's social media presence, which includes distributing relevant information from GRC member institutions, and federal and private funding agencies to campus followers on Facebook and X.
  • Leads special projects as assigned.

QUALIFICATIONS
  • Bachelor's degree.
  • At least three years of professional experience at an institution of higher education, non-profit/association, funding agency, and/or government-related organization.
  • Knowledge of the policies and regulations of federal and private sponsoring agencies, as well as of the federal budgetary processes.
  • Knowledge of funding search databases.
  • Knowledge of Microsoft Office 365 applications.
  • Experience or curiosity/interest in sponsored programs preferred.
  • Grant writing and/or evaluation experience preferred.
  • Knowledge of professional social media use preferred.
  • Experience with survey creation and polling software preferred.
  • Familiarity with website content management preferred.
  • Experience planning meeting content for both in-person and virtual events preferred.
COMPENSATION, BENEFITS, AND LOCATION
Compensation is competitive and commensurate with experience. This is a full-time position located at AASCU's headquarters in Washington, D.C. AASCU staff are currently required to be in the office in a hybrid schedule of 2 days in the office and 3 days optional remote. All AASCU staff are required to be fully vaccinated including boosters as recommended by the CDC schedule. Please note during public health matters, AASCU employees will be required to follow the guidance on Personal Protective Equipment (PPE).
