The China Program Analyst will provide the GEC a Counter State Disinformation (CSD) Officer with a regional focus on China. The incumbent reports to the Team Lead, and in the absence or vacancy thereof to the Acting Deputy Coordinator responsible for the Center’s countering state-sponsored disinformation (CSD) mission.

The China Program Analyst will perform the following:

• Work with U.S. government, private sector contacts, and foreign partners in support of strategic cooperation with these entities.
• Evaluate our foreign partners’ efforts to ensure they are in the best interest of the U.S. government by drawing on intelligence, diplomatic, and non-governmental information and analysis.
• Develop and maintain relationships with counterparts in other relevant Department offices and bureaus.
• Coordinate the U.S. interagency to identify and address disinformation overseas
• Develop coordinated interagency strategies for addressing disinformation, identify USG elements that have capabilities which can assist in the developed strategies, and then facilitate the delivery of such capabilities.

• Interact regularly with counterparts in the Intelligence Community, the Department of Defense, and the National Security Council staff to coordinate activities as they pertain to the Center’s mission.
• Perform other duties as assigned within scope of work.

• The ideal candidate will have expertise in the following:

• Bachelor’s degree.
• Formulate and implement policy and program recommendations.
• Prepare papers and briefing materials.
• Identify and analyzing key trends, policies and strategies.

• Develop and manage programs, including grant writing and document drafting.
• Lead a team(s) in developing and clearing strategies for meeting the GEC’s mission to coordinate, lead, and synchronize U.S. government efforts to counter state actor as well as non-state actor propaganda and disinformation.
• Coordinate with other offices within the GEC to bring the whole of the Center’s capabilities to bear on identifying and addressing disinformation and propaganda and to minimize duplication of efforts.
• Facilitate relationships with offices and bureaus throughout the Department of State to ensure that the GEC’s efforts fit into the Department’s broader strategies and efforts; to maximize synergies, and to minimize duplication of efforts.
• The ideal candidate will have knowledge and experience in the following:
• Knowledge of misperceptions and misinformation about the United States and U.S. foreign policies prevalent in various parts of the world;
• Understanding of attitudes of various foreign audiences and their receptivity to different arguments and counter-arguments about issues of U.S. national interest;
• Knowledge of Department of State field operations, in particular the needs, concerns and limitations of U.S. embassies and consulates and their staffs;
• Ability to digest and distil into concise materials large volumes of information from a variety of USG, academic, think tank and other non-USG sources;
• Experience reviewing and evaluating program/project proposals and/or grant funding requests.
• Incumbent must possess and maintain a Top-Secret clearance
• Education: Bachelor’s degree.
• Experience: At least three (3) years of recent relevant experience.
