The Alaka’ina Foundation Family of Companies (FOCs) is looking for a Budget Analyst, to support a customer, located in Oahu, Hawai'i. 

DESCRIPTION OF RESPONSIBILITIES:

• Assist in planning, tracking, and communicating the USPACFLT HQ 1C6C (Combat Support) budget at USPACFLT HQ
• Assist the USPACFLT HQ 1C6C Program Manager (PM) with the development, maintenance, and implementation of the 1C6C Spending Plan.
• Consult with Directorates to identify and specify requirements; develop overall funding requirements, define scope and objective, and ensure command's compliance with all Navy and DoD regulations.
• Develop annual USPACFLT HQ 1C6C Spend through coordination with comptroller and Directorates.
• Present plan to Deputy Executive Director for approval.
• Monitor 1C6C Program execution and produce a monthly status report to include, at a minimum, controls, current execution, variation to Spend Plan, and projected end of year metrics.
• Make recommendations on needed adjustments to stay within the plan. This task is performed monthly.
• Respond to Directorate and leadership requests for data with regards to budgetary controls, obligations, spend rates, and remaining balances.
• Provide mid-year assessment of 1C6C spending plan and make recommendations for adjustments to allocations.
• Draft USPACFLT HQ 1C6C POM submissions and route for approval.

Individually Billed Accounts (IBAs) services:

• Identify delinquencies; prepare relevant documentation for evaluation/approval by PACFLT Travel Manager.
• Identify potential areas of fraud, waste, and abuse – i.e. unauthorized charges not permitted under the Joint Travel Regulations (JTR) or other relevant regulations.
• Identify charges not related to travel and charges from unauthorized merchants.
• Review accounts to identify credit balances, overpayments, or potential erroneous payments.
• Shall recommend appropriate actions.
• Identify accounts that may be placed in an inactive status based upon non-usage of the account during the past 2 years and notify the PACFLT Travel Manager and provide a list of these accounts for action.
• Draft, and maintain approved, monthly electronic reports on IBA on the Travel Team shared drive folder. These reports will include (1) Aging Analysis, (2) Account Activity, (3) Account Listing, (4) Delinquency, and (5) Mission Critical.
• Other duties as assigned by Supervisor.

REQUIRED SKILLS AND EXPERIENCE:

Must have a minimum of five (5) years’ experience working with training, personnel, travel, and/or budget management.

CITIZENSHIP/SECURITY CLEARANCE REQUIREMENTS:

• Must be a U.S. Citizen. 
• Must have a Secret Clearance.​
