Alabama Community College System is Hiring a Chief of Police Near Huntsville, AL

The Chief of Police shall serve as the administrative head of the Campus Police Department. Responsibilities include managing the daily functions of the department, supervising the campus police officers, security officers, evaluating and reacting to situations involving the safety and security of the College community. The Chief of Police will adhere to the policies as specified by the Alabama Community College System Board of Trustees and the Drake State Community and Technical College Faculty and Staff Handbook.

Salary: Appropriate placement on the Alabama Community College System Board of Trustees

Salary Schedule E1, Grade 1

Salary Range $53,959 - $69,720 (12 months, Exempt)

Salary step placement is based on experience per Drake State’s practice for awarding salary step credit

Work Hours: 8:00 am - 5:30 pm Monday - Thursday and 8:00 am - 12:00 pm Friday

The Chief of Police shall perform the duties as specified in conformity with policies established by the Alabama Community College System Board of Trustees and the Drake State Community and Technical College Faculty and Staff Handbook.

  • Supervise and manage the functions and personnel of the Campus Police and Security Department
  • Ensure increased efficiency and effectiveness of the department by developing procedures, methods, policies and training
  • Provide foot and vehicular patrol of the campus 
  • Respond to and investigate all incidents on campus including but not limited to motor vehicle accidents or criminal or college violations
  • Conduct complex misdemeanor and or felony investigations including but not limited to interviewing victims, suspects and offenders, preparing photo lineups, collecting evidence and preparing case files 
  • Provide security to college community, as requested, including but not limited to escorting personnel to vehicles late at night or acting as a witness at meetings involving potentially irate personnel or students 
  • Appear in court and testify as required
  • Coordinate appropriate training for departmental personnel to ensure currency in field and meet or exceed standards established by the Alabama Peace Officers Standards and Training Commission and the Alabama Community College System
  • Coordinate storage of criminal evidence and destruction of evidence upon completion of criminal cases 
  • Keep administration updated on situations and developments involving the safety and security of college locations
  • Carry out research on law enforcement trends and how they affect the campus community
  • Responsible for coordination of documentation and accounting of all activities of the department
  • Coordinate the submission of all criminal reports to the Alabama Criminal Justice Information System as required by state law
  • Act as liaison between college and outside agencies involving matters of safety and security
  • Coordinate the presentation of annual Emergency Operation Plan training for all employees 
  • Coordinate new student and new employee Emergency Operation Plan training 
  • Coordinate drills and exercises, to include evacuation and lock down drills in every building during every twenty-four-month cycle
  • Direct the planning, organization and execution of all emergency management activities to assure that its activities are coordinated with county, state and national programs
  • Maintain and update hazard mitigation, emergency response and recovery plans for all campuses
  • Coordinate training with emergency response partners to ensure proper unified response during critical events
  • Provide training to faculty and staff concerning indicators of potential problematic behaviors so that positive behavioral interventions can allow the at-risk individual to thrive
  • Publish an Annual Security Report by October 1 of each year and distribute annually to all students and college faculty and staff
  • Submit Clery Act documentation annually to System Office by July 1
  • Maintain a Daily Crime Log as required by the Clery Act
  • Provide training as requested to the campus community related to domestic violence, dating violence, sexual assault, drug abuse and alcohol abuse prevention
  • Coordinate Behavioral Intervention Team activities and conduct threat assessments on all student and employee disciplinary actions and persons identified as potential threats

MARGINAL JOB FUNCTIONS:

  • Serve on college and community committees as assigned
  • Coordinate training for college personnel on matters of safety and security
  • Assist in development of plans and procedures for campus security, emergency response, and other related matters
  • Appear in court and testify as required
  • Retain and submit documentation as requested to support accreditation and reporting efforts of the College 
  • Perform other work-related responsibilities as assigned by the Director of Operations, Executive Director of Fiscal Affairs and Business Administration, and/or the President

REQUIRED QUALIFICATIONS:

  • Associates Degree in Criminal Justice or related field preferred, high school diploma or GED
  • Minimum of (10) years employment experience as a police officer
  • Minimum of (3) years as a law enforcement supervisor 
  • APOST minimum Standards Certificate or ability to achieve a lateral transfer from APOST
  • Valid Alabama driver’s license
  • Must be insurable by the College’s insurance carrier
  • Thorough knowledge of law enforcement methods, security methods, and traffic control procedures
  • Ability to follow written and oral instructions
  • Effective communication skills, both written and oral
  • Ability to develop and maintain effective relationships with faculty, staff, students, and the general public
  • Ability to effectively supervise personnel
  • Ability to exercise independent judgment and initiative
  • Ability to develop lesson plans and deliver training to campus police, security, faculty, and staff as needed 
  • Ability to conduct and supervise detailed criminal investigations
  • Ability to develop and maintain departmental policies and procedures

Employment will be contingent upon the receipt of a clearance notification from the criminal background check.
