Overview / Job Responsibilities:

At ACT1, our people make the difference. As a Senior Financial Analyst, supporting F-35 Joint Program Office, you will be trusted to review and analyze data to provide accurate forecasts of overall program performance to F-35 leadership. 

In this role, a typical day will include:

  • Providing financial and/or accounting support to multiple Program Management Office (PMO)s within the F-35 JSF program from a business integration perspective.
  • Leading the execution of complex tasks and performing more complex analytical and evaluative work requiring a comprehensive knowledge of: (1) theory and principles; (2) financial and management organization, operations, and practices; (3) pertinent statutory or regulatory provisions; and (4) related basic economic, accounting, and legal principles.
  • Assists program/project personnel with financial tracking, budget formulation, execution and overall financial support. This includes executive level reporting for both F-35 executive leadership as well as external stakeholders at the Pentagon, US Air Force, and US Navy.
  • Provides support with a variety of management activities, corporate initiatives, special projects, and data calls which could have significant impact on the organization and its business operations.
  • Tracking and managing financial and other business transactions that cite USAF, DoN, International Partners, and FMS customer funding.
  • Utilizing F-35 financial systems and other tools to perform budget and financial analysis, such as: Obligations, Expenditure forecasting, Monitoring, and Reporting.
  • Maintaining timely, accurate, and transparent funds management, funds status reporting, and funds control. Tracking future and present appropriations across the entire F-35 enterprise by collaborating regularly with multiple F-35 PMOs and stakeholders.
  • Preparing daily, weekly, monthly Budget Management Reports for F-35 leadership review and use as a tool for JSF budget status.
  • Tracking and reporting cancelling year funds for all appropriations ensuring unliquidated funding returned to higher headquarters/services. Conduct regular meetings with F-35 Prime Contractors, DCMA, and JPO Financial Leads to review status of cancelling year funds
  • Tracking quarterly DAR-Q reviews for document status, commitments, obligations, and expenditures.

Minimum Qualifications:

  • MS or MA degree in a Business, Management, or "Relevant Technical Discipline.” A BS or BA degree and an additional four (4) years of experience can be substituted for an MS or MA degree.
  • Ten (10) years of Financial Management experience. Financial Management experience should include financial analysis of business programs, development of cost estimates, program status reports, and demonstrated knowledge of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), PPBE and five (5) years of DoD procurement policies and procedures experience.
  • Understanding of budgeting, forecasting and reconciliation of payments, and other financial tools to perform budget and financial analysis including but not limited to obligation, expenditure, monitoring, and reporting
  • Experience using DoD financial management systems, such as CRIS, CCaRS, or Navy ERP
  • Working knowledge of Microsoft Office products; primarily Excel, PowerPoint, and Project.
  • Demonstrated knowledge of DoD FMR, FAR, PPBE, and DoD procurement experience
  • SECRET Clearance is required
