OVERVIEW
Two positions available!!!
Depending on the qualifications successful candidates may be able to be hired into an
Engineer 1 position or an Engineer 2 position.
Engineer 1 - Position Information $33.85- $47.84 (Non-exempt/overtime eligible)
Performs professional office and field civil engineering activities requiring the application of basic engineering principles and methods for the design, utility, survey, sewer, traffic or construction of Public Works road, bridge, culvert, construction management and other infrastructure projects. Duties involve technical and complex work in researching, designing, drafting, estimating, preparing specifications, final contract documents applying basic engineering principles and methods and performing senior level technical computer aided design and drafting (CADD) for assigned County projects. Working knowledge with AutoCAD, Civil 3D, and with Microsoft Word and Excel software applications required.
Engineer 2 - Position Information $78,287.04-$110,617.56 (Exempt)

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS
Required Education and Experience for all Positions
* Registered as an Engineer in Training (EIT)*; or
* Bachelor's Degree in Civil Engineering field; or
* Equivalent four years related civil engineering* experience working under the direct supervision of a licensed Professional Engineer (PE).
Preferred Experience
* Experience usingAutoCAD, Civil 3D and Microsoft Office Suite (Word, Excel, Outlook).
* Experience with WWHM Windows and Western Washington Hydrology Model software program.
"Engineering" means the "practice of engineering" as defined in RCW 18.43.020.

Verification Requirement
Kitsap County requires verification of education, certification and/or experience. The following information is required to meet the minimum qualifications for this position:
* Certification: A copy of the Engineer in Training Certificate; OR
* Education: Official transcripts from an ABET Accredited School of Engineering; OR
* Experience: Complete a verification form and submit it during the application process. The form includes verification of work performed under the direct supervision of a Professional Engineer, Professional Engineersignature and PE stamp/seal or a copy of their current license; OR
* Combination of Education and Experience:Official Transcripts from an ABET Accredited Schooland complete a verification form and submit it during the application process. The form includes verification of the work performed under the direct supervision of the Professional Engineer, Professional Engineer and PE stamp/seal or a copy of their current license.
Driving Requirements
The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as a:
* Category 1 Driver and operates County-owned vehicle.
Required Licenses, Certificates, Examinations/Tests and Other Requirements
The incumbent is responsible for obtaining and maintaining all the following required licenses, certifications and other requirements.
Prior to employment, the successful candidate must:
* Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
* Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.

Required Working Conditions / Physical Activities

* Exposure to a variety of weather conditions while driving or conducting field work.
* Exposure to physical hazards from traffic, field site environment and construction equipment.
* Requires lifting/carrying/pushing/pulling various survey,inspection and testing equipment and materials up to 50 pounds (to 10% of time).
* Requires bending/stooping/climbing/twisting while traversing rough, undeveloped terrain or construction sites or while conducting inspections and surveys.
* Requires reaching, sitting, standing, mobility, and grasping; talking, hearing, seeing and repetitive motions.
ILLUSTRATIVE EXAMPLE OF DUTIES
Engineer 1 essential functions:
* Technical input of design and contract documents on Capital and Developer projects for compliance with Department of Ecology (DOE) Criteria for Sewage Works Design requirements, Washington State Department of Transportation (WSDOT) Road and APWA standards, Kitsap County Sewer and Road standards, and required building, electrical, and plumbing codes.Provide technical review of contractor and vendor equipment and material submittals, Operation & Maintenance Manuals, Operation Manuals and Record Drawings for completeness, accuracy, and compliance; including updating of existing facility record documents reflecting changes caused by upgrade projects.
* Record document and field research and verification, including the coordination and development of field data for existing equipment, systems and conveyances. Including compilation of both new and existing equipment and system data for Operations/Maintenance CMMS program and Collections/Conveyance asset management program.
* Prepare preliminary and final detailed construction drawings, specifications, estimates and take-offs suitable for ordering of equipment and material for construction of Small Works or in-house corrective maintenance projects, including the research, sizing and selection of equipment and materials.Produce reports documenting field findings, research material and technical evaluation for piping systems, sewage pump stations, and wastewater treatment.Develop design and record drawings, specifications, quantity take-offs, and other engineering or statistical calculations using computer aided design and drafting (CADD) software and other industry standard software applications for assigned projects.
* Perform construction field inspection and project engineering to assure compliance with contract documents, including providing daily observation reports, field quantities, and analysis and documentation of field changes.Field work includes facility and equipment startup, testing, and commissioning support and verification, and the development of testing checklists and testing parameters.
* Perform other duties as assigned.

    * The verification form will be provided to applicants after they have successfully passed the interview process.
    10% INCENTIVE PAY & 1 YEAR VACATION ACCRUALS ADVANCED!
    * Ten percent (10%) signing incentive payments will be provided in consideration for the candidate's agreement to remain employed with the County for a minimum of two years.
    * Advancements equal to 12 months accrual of vacation leave or general leave for immediate use by candidates who accept these positions. Additional vacation/general leave hours will accrue beginning the 13th month of employment. All other provisions of the Personnel Manual regarding vacation/general leave will apply.
