Adams County is Hiring a Business Development Representative - 162245 Near Westminster, CO

Provide comprehensive business services to business managers, human resource representatives, and hiring managers, within and outside of Adams County. Provide guidance, assistance and/or training in such areas as business/human resources management, workforce utilization and development, customized training, and coordination of services needed from various resources and programs within and outside the division and/or department. Promote work based learning and subsidized employment opportunities both internally and externally while developing an employer bank with diversified positions. Coordinate and maintain all work-based learning contracts and subsidized employment contracts for both the employers and the participants. Understand the relationship between economic development, workforce development, and community partners. Coordinate business service delivery by linking all appropriate resources.

  • Partner with businesses, business associations, economic development organizations, and chambers of commerce to increase awareness of workforce center opportunities, resulting in increased participation of the businesses accessing and utilizing the Workforce system.
  • Outreach to industries to assist in matching qualified candidates to potential employment opportunities
  • Work with industry to assist in customized hiring events, recruitments, assessments, and screening to help fill their workforce needs.
  • Coordinate job fairs, career fairs, business roundtables and panels, and other events in relation to current industry hiring needs and trends.
  • Complete accurate and timely reporting on business services provided.
  • Complete accurate and timely employer needs analysis.
  • Analyze the workforce utilization and development needs of businesses; advise on industry trends and labor market information and provide business solutions and next step recommendations.
  • Demonstrate expertise with appropriate computer applications to assist in the execution of web-based outreach efforts, including but not limited to: LinkedIn, Facebook, Twitter, Storify, Constant Contact, virtual job fairs, and other related activities.
  • Act as a liaison between Workforce Investment Board sector sub-committees, other multi-regional sector initiatives, and the employers in identified sectors.
  • Develop, implement, and conduct presentations, create marketing material, newsletters, and other business correspondence.
  • Attend local functions for the purpose of outreach and networking related to building employer base.
  • Knowledge and understanding of new and developing organizational strategies.
  • Actively support and participate in projects and working committees within and outside of Adams County.
  • Educate and inform employers about available incentive programs such as work-based learning opportunities, subsidized employment, enterprise zone, Work Opportunity Tax Credit, and federal bonding.
  • Conduct Rapid Response workshops for businesses in the case of a permanent closure, mass layoff, or a natural or other disaster that results in mass job dislocation.
  • Maintain knowledge of all Federal, State, and local laws, regulations, and policies related to employment and training programs, human resource development programs, and business and employment management trends for application to business services programs and activities.
  • Outreach to industries to promote and develop work -based learning opportunities and subsidized employment.
  • Coordinate and maintain all work-based learning contracts and subsidized employment contracts for both the employers and the participants. 
  • Responsible for collecting time sheets from all participants, both work-based leaning and subsidized employment participants, ensuring the hours reported on the time sheets are accurate, correctly calculated and submitted for payment per payroll schedule.
  • Maintain regular contact with the employer, participant, and case manager to address any potential issues and successes.
  • Perform other related duties and responsibilities as required.
  • Demonstrate effective interpersonal and communication skills with businesses, co-workers, and other team members.
  • Experience with public speaking and business writing.
  • Experience with internet research, test administration, and labor market research.
  • Experience with employment counseling, workforce programs, federal bonding, and work opportunity tax credit (WOTC).
  • Experience completing accurate and timely reporting on business services.
  • Experience completing accurate and timely employer needs analysis.
  • Ability to work well with all levels of staff within the organization and individuals with multiple barriers.
  • Knowledge of community resources.
  • Knowledge of child labor laws.
  • Ability to interpret and apply federal and state regulations and guidelines.
  • Ability to manage multiple projects and competing priorities.
  • Must demonstrate initiative, be well organized, motivated, detailed oriented, and accuracy-driven.
  • Must be able to handle assignments quickly and efficiently, meet deadlines, and handle confidential matters in a mature and responsible manner.
  • Knowledge of standard industry recognized assessments for basic skills, work ready and occupational skills, interests, aptitudes, and values.
  • Proficient in Microsoft Office (MS Word, MS Excel, MS PowerPoint).
  • Ability to analyze test data, interpret results and make decisions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
  • Experience: 
    • Three (3) years related experience in working with workforce development, employer and/or business services. 
    • Experience in an employment center or similar professional work environment is highly desirable. 
    • Experience with Connecting Colorado and CBMS highly desirable. 
    • Experience working with community partners, low income, unemployed, under-employed and/or diverse populations is preferred.
  • Education and Training:
    • Bachelor's degree from an accredited college or university with major course work in Human Resources, Business, or a related field.
    • OR Demonstrated three years of experience related to the Essential Duties, Knowledge, Skills and Abilities may be substituted.
  • License and Certificate: Must possess, or have the ability to obtain, a valid Colorado driver's license. 
  • Background Check: Must pass a criminal background check.
  • Bilingual in English and Spanish is preferred but not required.
