Telamon provides programs and services in three areas, Early Childhood and Family Support, Workforce Career Services, and Housing & Financial Empowerment.
POSITION SUMMARY: Responsible for overseeing the development of programs that support the organization's main objectives and core values. Complete on-boarding, hiring, and office functions while managing a team of case managers and provides support to ensure program quality. Responds to case situations and /or programmatic issues that are complex. Maintains current information on programs and resources and provides training on policy/procedures, career development, classroom management, and curriculum development. Assists Director in managing program activities and executing special projects.
DUTIES AND RESPONSIBILITIES:
1. Manage the development and implementation of effective, integrated management systems and organizational structures which support the administration of program services. Serve as liaison between program leadership, staff and community collaborators.
2. Performs daily supervision of assigned case managers and their workloads/schedules, including working in concert with the Deputy Director on the hiring, firing, discipline, and performance management of those staff under their direction.
3. Assists with data requests, quarterly reports, assists with preparation for monitoring, and performs analysis on current demographics and outcomes. Manages resources to maximize program effectiveness.
4. Lead team members to maximize performance and productivity, including adherence to policies and procedures. Direct/delegate staff responsibilities to meet and/or exceed performance standards.
5. Explains and interprets regulations, policies, and procedures for staff.
6. Suggests program changes if needed.
7. Provides or conducts technical assistance and training to staff in areas of policy, procedures, service delivery implementation and regulatory compliance.
8. Recruits possible customers and employers and verifies qualified participants.
9. Work in concert with frontline staff, Program Monitors, and Deputy Director to determine eligibility maintain program and participants data and records including graduation rates, positive outcome rates, employment rates, postsecondary rates, full-time jobs, and placement rates. Determines eligibility of employers.
10. Provides technical assistance and training to field staff to facilitate customers' access to community resources. Guides staff when handling difficult or complex problems or in resolving escalated complaints or disputes.
11. Approve purchases for local offices in adherence to corporate policy and guidelines.
12. Perform all other duties as assigned by supervisor.

This position directly supervises others including Career Advisor employees. This may include participation in the recruitment/selection process for new hires, employee training, onboarding, conducting performance coaching/evaluation, disciplinary/termination actions, compensation administration, delegation of duties and conflict resolution. ROLE QUALIFICATIONS:
Education and Experience Requirements
* A Bachelor's Degree is required.
* Professional Certification (CWDP or WD Professional Apprentice) preferred or must obtain within 2 years of hire
* Minimum of 3 years of experience.
* Must have own transportation, a valid driver's license, and vehicle insurance.
Skills and Abilities
* Bilingual ability in the native language of targeted population preferred.
* Microsoft Office products and on-line client management systems
* Sustained concentration and ability to handle multiple tasks, often simultaneously.
* Diagnostic, critical thinking, and problem-solving skills.
