Position Summary:

The On-Site Chief Engineer at Capital Brand Group is responsible for overseeing the operations and maintenance of facilities located at GSA (General Services Administration) locations in El Paso, Tornillo, Marfa, Fort Hancock, Texas, Santa Teresa, and Columbus, New Mexico. This role plays a crucial part in ensuring the efficient and safe operation of all building systems, equipment, and infrastructure while managing a team of technicians and service providers, with a focus on maintaining a high level of quality and service excellence in the assigned facilities.

Key Responsibilities:

1. Facilities Management:

- Oversee and manage the day-to-day operations and maintenance of facilities at multiple GSA locations across Texas and New Mexico.

- Ensure that all building systems, including HVAC, electrical, plumbing, fire safety, and security, are functioning effectively and efficiently.

- Conduct regular inspections to identify maintenance and repair needs, addressing issues promptly.

2. Team Leadership:

- Lead and supervise a team of maintenance technicians, custodial staff, and subcontractors across the different locations.

- Set clear performance expectations, provide training, and conduct regular performance evaluations for the maintenance team.

- Foster a positive and collaborative work environment to enhance team productivity.

3. Compliance and Safety:

- Ensure that all maintenance activities and facility operations comply with local, state, and federal regulations, including GSA compliance standards.

- Develop and implement safety protocols and procedures to minimize risks to employees and occupants.

- Respond to emergency situations promptly, coordinating with relevant authorities and stakeholders.

4. Budget Management:

- Develop and manage the facilities' operating budget for multiple locations, ensuring cost-effective operation and maintenance.

- Monitor and control expenses, review vendor contracts, and negotiate service agreements to optimize resources.

5. Preventive Maintenance:

- Implement a preventive maintenance program to extend the life of equipment and minimize unplanned downtime across all locations.

- Maintain records of maintenance activities and equipment performance for reporting and analysis.

6. Sustainability and Energy Efficiency:

- Promote sustainable and energy-efficient practices in building operations and maintenance across Texas and New Mexico facilities.

- Identify opportunities for energy savings and implement strategies to reduce resource consumption.

7. Vendor and Supplier Management:

- Collaborate with external vendors and suppliers to ensure the timely and quality delivery of services across multiple locations.

- Evaluate vendor performance and make recommendations for improvements as needed.

Qualifications:

- Proven experience in facility management, particularly in managing GSA locations and overseeing multiple facilities.

- Strong leadership and team management skills.

- Excellent knowledge of building systems, maintenance best practices, and safety regulations.

- Budget management and cost control expertise.

- Strong communication and interpersonal skills.

- Problem-solving and decision-making abilities.

- Familiarity with sustainability and energy-efficient building practices.

At a minimum, the resume shall address and contain ALL of the following:

a. The full name of the proposed candidate.

b. A detailed description of the proposed candidate’s employment history for the previous five years.

c. The names and addresses of the companies for whom the proposed project manager worked for the past five years, along with the names and telephone numbers of the immediate supervisors.

d. This position shall possess at least 5 years of recent (within the past 7 years) experience in directing operation and maintenance of equipment in a supervisory capacity, knowledge of the operation of site-specific major pieces of equipment (Chillers, Boilers, BAS) and system operation.

e. Also must possess verifiable understanding and experience in operating, troubleshooting, repair, and replacement of building specific equipment.

f. A minimum of 2 years of recent (within the past 5 years) Honeywell, Siemens Niagara, Tridium JACE BAS systems, NCMMS (or similar type maintenance tracking software), boilers, and chillers over 250 tons and other characteristics of the equipment to be operated and maintained under this Contract.

g. EPA 608 Certification, A/C Refrigeration Operator Certification, and one or more of the following certifications or equivalent experience:

● N.A.P.E. Certification Air Conditioning III – Operations and Management (National Association of Power Engineers)

● Advanced Boiler Operator Certification

● Chiller Certification and at least 5 years’ experience (Carrier, York, Trane, SMARDT)

● International Union of Operating Engineers (IUOE) (class 2 – minimum 1-prefered) stationary engineer

h. The On-Site Engineer is required to be fully conversant in English. (Bilingual Spanish Preferred)
