**Duties**

** Summary**

This position is located in the Federal Highway Administration, Office of Policy and Governmental Affairs, Office of Legislative Affairs and Policy Communications and is a key member of the Congressional liaison team providing administrative and technical support, evaluating and reporting on surface transportation legislative activities, and responding to both Administration and Congressional requests.

**Responsibilities**

As a **Transportation Specialist**, you will:

Assist the Office Director and Congressional Affairs Team Leader with planning and coordination of governmental and congressional activities.

Serve as initial contact point within FHWA for a high volume of inquiries on all aspects of the agencys programs from Members of Congress or their staffs, Congressional committee staffs, Library of Congress, key officials of FHWA, and other agencies

Perform extensive and in-depth research to detailed technical inquiries regarding policy, legislative, and program delivery issues.

Provide technical assistance to other offices with respect to Congressional issues; Provide current and accurate information in response to inquiries; Gather data and other information and prepare briefings, fact sheets, and Questions & Answers for use by agency officials.

Review legislative actions and interpret issues to determine impact on highway program and policies. Monitor and track daily proceedings of Congressional activities and requests. The **ideal candidate for this position** is a mid-level professional with substantial experience responding to congressional inquiries and working directly with the congressional committees that have oversight and fund Federal Highway, analyzing and interpreting legislation that may impact the Federal-aid highway program and Title 23, and is able to provide technical assistance and communicate agency policy and legislative changes to a variety of audiences, including senior executives.

**CONDITIONS OF EMPLOYMENT:**

**SELECTIVE SERVICE:** Males born after 12/31/1959 must be registered for the Selective Service.

**PROBATIONARY PERIOD:** You must complete a one-year probationary period (unless already completed).

**TIME-IN-GRADE:** Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. ** Qualifications**

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications, which is experience that demonstrates a knowledge of the transportation function(s) of the position to be filled, for the grade at which you are requesting consideration.

**To qualify for the Grade 13**, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

Experience working with the Federal-aid Highway Program.

Experience analyzing, responding, and tracking Federal legislation and inquiries related to the Federal-aid Highway Program.

Experience communicating orally and in writing to a wide variety of audiences, particularly congressional offices.

**KNOWLEDGE, SKILLS AND ABILITIES (KSAs):** Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Intergovernmental expertise, legislative development, analysis, and implementation

Technical Expertise Congressional issues

Communications/Interpersonal
