Job Details: Job Description: In the role of a Deputy Program Manager (DPM) for Cubic’s Total Learning Platform (TLP) team, you will be responsible for driving cost, schedule, and performance for projects that are developing Interactive Multimedia Instruction (IMI), virtual/immersive training, and other innovative learning products for Department of Defense (DoD) and government customers. You will work closely with cross-functional teams of designers, engineers, 3D artists, and others to provide our customers with superior service and responsiveness in meeting their unique requirements and needs. The DPM role will be a member of the TLP Program Management Office (PMO) and will understand the application of integrated master schedules (IMS), earned value management (EVM), and other program management techniques to ensure programs are delivered to meet business goals. Essential Duties and Responsibilities include the following. Other duties may be assigned: Perform management duties consisting of planning, contracts execution, evaluation of employees, selecting subcontractor(s) and managing subcontracts Conduct schedule management including task/activity definition and sequencing, resource estimating, task duration estimating schedule development, and schedule control activities. Manage project scope to include project initiation, scope planning, scope definition and scope change control activities. Partner with Recruiting to ensure timely staffing of open positions on contract Provide strategic & tactical direction including strategy to action plan for Cubic and Government personnel. Actively engage other organizations within Cubic on collaboration efforts that ensure that we deliver the best product and solutions Assists PM in areas of operational execution and financial aspects of contract deliverables, cost, and schedule to achieve all key performance indicators, service level agreements, and annual operating plan commitments Provide operational oversight, coaching to front line leaders, mentoring, and developing of staff and succession planning for the program Assists the PM in developing employee base to achieve high degree of employee retention and performance Assist in the allocation resources (staff, facilities, and budgets) and recruitment and training of program staff Appropriately and efficiently communicates and documents risks, mitigation strategies, and concerns to PM Assist the PM by participating in candidate/resume screening, interviewing, and onboarding processes for new candidates and engages in frequent communications with the PMO, Hiring Manager(s), and Recruiting Primary staffing point of contact for Subcontractor team Authors proposal sections and various other business development and capture documents that communicate the value proposition of the company's offering Conducts research and analysis of business opportunities relating to BD strategies Develops and grows internal and client relationships Provides inputs for proposal strategy, preparation, and submittal Minimum Job Requirements: Bachelor’s Degree in business administration, management, finance, or related technical field (instructional design, engineering, I/O psychology, etc.) 5 years’ experience in a PMO role such as project manager, program coordinator, etc. Proven ability to work in a deadline-oriented environment. Must be able to obtain and maintain a Security Clearance.
