Job Description JOB DESCRIPTION JOB TITLE: Mine Inspector LOCATION: SOUTHWESTERN OKLAHOMA DATE: May 2023 REPORTS TO: Chief of Minerals Operations FLSA STATUS: Non-Exempt JOB SUMMARY: Intermediate level position for performing inspections of land disturbed by the mining process to ensure health and safety standards are upheld, under general supervision of the Chief of Minerals Operations. ESSENTIAL JOB FUNCTIONS: Make periodic and unexpected inspections of mine sites to verify permittees are operating within the requirements of their permit and in compliance with all health and safety regulations. Review permits, reclamation plans, and applications as submitted. Maintain files on all mines sites in assigned area including all relevant permit documentation and inspection reports. Investigate citizen complaints and mining accidents/injuries and issue violation notices, cessation orders and advise on appropriate enforcement actions when necessary. Conduct bond release inspections. Collect and preserve evidence for enforcement actions and document facts of violations. Prepare and present evidence in cases at hearings when necessary. Prepare reports and required documentation within given time frame. Advise Chief of Minerals Operations of all situations requiring technical assistance. Perform other duties as assigned by the Chief of Minerals Operations. MINIMUM QUALIFICATIONS A valid Oklahoma driver’s license with a good driving record. Complete and pass the State of Oklahoma Supervisor Certification. Complete and pass the State of Oklahoma Blasting Certification. Any one of the following: A Bachelor’s degree from an accredited college or university in natural science, health and safety, environmental protection or reclamation. An Associates degree and 2 years of field experience in an applicable industry. Four years experience in an applicable industry in an inspection capacity and received specialized training in health and safety and/or reclamation. ADDITIONAL PREFERRED QUALIFICATIONS: Hydrology background KNOWLEDGE, SKILLS, AND ABILITIES: Moderate physical activity to inspect mine sites including walking and standing on unpaved, rough terrain. Skill in maintaining effective working relationships in a clear and tactful manner with government representatives, private industry representatives and private citizens. Ability to present information in a clear and concise manner, both written and oral. Ability to read and interpret law, regulations and industry standard rules regarding employee health and safety and environmental concerns. Working knowledge of word processing applications. Working knowledge of mining industry history, regulations, standards and practices. Self-motivated. Problem solving abilities. PHYSICAL REQUIREMENTS: Lifting of file boxes and small office equipment up to 35 pounds in weight. Walking over rough terrain during inclement weather conditions. WORKING CONDITIONS: Job requires on-site inspections of mine sites. Employee must spend a substantial amount of time in vehicles riding and driving to mine sites.
