Job Details: Job Summary: Negotiates and purchases low cost or routine standard materials, equipment and services from approved vendors and suppliers in accordance with established procedures and within authorized monetary purchasing levels. Places purchase orders for required components/hardware in support of program needs. Assists factory personnel and Purchasing as needed with materials and materials status. This position typically works under close supervision and direction. Essential Job Duties and Responsibilities: Procures low dollar, routine/standardized parts, material, and services of specific commodity groups. Assures that purchase requisitions are fully authorized and places purchase orders in accordance with all department and government regulations and procedures. Reviews purchase requisitions for low cost or routine standard materials and services and confers with requesting department(s) regarding requirements, specifications, quantity, quality and delivery dates. Recommends substitutes or changes where cost savings or supportive deliveries will result. Assists in the investigation and interviewing of new suppliers as possible sources. Solicits and evaluates quotations and negotiates directly with vendor representatives for best price, delivery and terms. Awards purchase orders up to authorized signature authority, insuring compliance with government and/or company policies and procedures. Follows-up on and expedites orders. Develops and maintains status with suppliers on all outstanding open purchase orders by phone or letter follow-up contact. Handles adjustments with vendors involving replacement of non-conforming materials to purchase specifications. Develops and maintains all necessary weekly, monthly, quarterly and annual reports as defined in department procedures. Assures that all purchasing documents are maintained in accordance with government and company policies and procedures. Supports new business development by providing quotations/estimates to the material cost estimating department as requested. Supports department goals for minimum vendor delinquencies, timely purchase requisition placement, and timely processing of hold tags, rejections and cost estimating proposals. Participates in total quality management, continuous process improvement and ISO 9001 (International Organization for Standardization) efforts. Keeps informed of current and developing market conditions. Assists in maintaining procurement computer database and manual documentation files. Performs spreadsheet analyses. Minimum Job Requirements: Four -year degree or equivalent in materials management, business administration or closely related discipline, Ability to read and understand technical specifications. Ability to evaluate quotations against specifications and to effectively negotiate and communicate with vendors. Basic computer skills including the ability to perform word processing and utilize computer spreadsheet programs. Must be able to manage and prioritize many assignments simultaneously and work under deadlines.
