The Opportunity

The Healthcare Human Resources Branch within the Ministry of Health has a great opportunity for an experienced, strategic leader with strong communication skills and demonstrated ability to work with a range of stakeholders, for the permanent full-time position of Director, Recruitment. The position is based in Regina. This is an exciting opportunity for an individual interested in a role that is fast paced and involves a wide range of functions focused on domestic and international recruitment of healthcare professionals and management of provincial incentive/bursary programs.

Reporting to the Executive Director, Healthcare Human Resources Branch, this position will be responsible to:

  • Participate in the development and implementation of the health sector health human resource plan;
  • Analyze, track, and evaluate all inventive programs focused on recruitment;
  • Develop strategy leading to appropriate and stable health human resources in the province;
  • Work closely with stakeholders including health employers, professional regulatory bodies, educational institutions and other ministries to achieve collaborative solutions, strategies and programs to ensure a strong and adequate health workforce;
  • Act as the Ministry’s primary contact on workforce planning within the health sector;
  • Act as the Ministry's primary contact, and oversight on strategic direction and outcomes, on international recruitment;
  • Act as the primary relationship holder for the Saskatchewan Healthcare Recruitment Agency (SHRA);
  • Manage all bursary and incentive programs; and
  • Advise the Executive Director and other key stakeholders within the Ministry on issues pertaining to recruitment and incentives of healthcare professionals.

The Ideal Candidate

As our ideal candidate, you will be a results-oriented individual with strong verbal and written communications skills. You will demonstrate:

  • The ability to manage and provide direction to a team of senior policy analysts;
  • Knowledge of workforce planning including the importance of research, analysis and evaluation;
  • Knowledge of international and domestic recruitment issues and concerns;
  • Understanding of government processes;
  • The ability to interpret and analyze data and apply it to issues and concerns pertaining to recruitment and incentives in terms of program development, recommendations to inform policy or other decision making within the Ministry;
  • The ability to establish effective working relationships with a range of both internal and external stakeholders;
  • Superior leadership and team development skills that inspire others to reach new goals in a challenging, fast-paced environment where change is continual; and
  • Leadership and supervisory experience to ensure fiscal and program accountability.

Typically, the knowledge and skills required for this position would be obtained through the completion of a post-graduate degree in public/business/health administration, health sciences, economics or a related field combined with several years of senior experience in a comparable field. Knowledge of the health and post-secondary sectors in Saskatchewan would be an asset.
